The Shaanxi Governments' Role In The Administration Of Modern Grain Logistics

Grain is the important strategic material and special commodity concerning the national welfare and the people's livelihood. As one important part of logistics industry, modern grain logistics promotes the development of grain industry sustainably, harmoniously and healthy, increases rural income and greatly improves the grain circulation efficiency. Governments develop and perfect grain circulation system by scientific administration and coordinating planning, which ensures the organization of grain circulation healthy. Governments'guiding and participating in the construction of grain logistics, can bring into full play the initiative of peasants'planting, and plays an important part in ensuring national grain safety, stabling market, promoting the structure adjustment of grain industry and constructing harmonious society with the characteristic of people first. Giving play to the role of grain circulation in guiding and serving grain production and promoting its stable development are important measures to develop rural economy, improve agricutural returns and increase rural income.Based on the analysis of the reality of grain logistics in Shaanxi Province, this article is to regard modern grain logistics of Shaanxi Province as the research target, analyse the problems existing in the construction and administration of grain logistics system, clarify and make clear governments'role in the administration of grain logistics, work out some countermeasures and suggestions of developing modern grain logistics, and formulate the guarantee measures to boost the development of modern grain logistics by Shaanxi government.This article has academic value in the modern administration of grain concerning the national welfare and the people's livelihood. It also has realistic significance in promoting building modern grain logistics of Shaanxi Province. The main conclusions this article acquires are as follows.1. On the basis of collecting a lot of data and information and using relevent basic theories of modern grain logistics, this article is to discuss the reality of grain logistics in Shaanxi Province, and analyse some problems existing in grain logistics, such as the lack of reasonable administration system, market mechnism, coordinating unity and scientific level of macro-control.2. The article presents the demand projection of Shaanxi government in developing moderngrain logistics on the basis of the analysis of the necessity and feasibility of developing modern grain logistics by Shaanxi governments.3. This article analyzes in depth, in the construction and administration of modern grain logistics system, what government's roles are and how to give play to these roles, including the role of organization coordination in balancing development, the role of bridge and link in providing service, the role of macro-control in setting targets, the role of srategic planning in woking out tasks and the role of guiding implementation in overall planning, etc.4. This article discusses the cuntermeasures to boost the development of modern grain logistics by Shaanxi government, and also advances some specific policy suggestions.
