The Study On Spatiotemporal Pattern And Influential Factors Of Green Economic Efficiency In Chinese Cities

In order to solve a series of problems generated during the process of economic growth,such as resource depletion and environmental pollution,the world began to develop green economy.China has also taken green economy as a national core strategy,and put it in the 13th Five Year Plan.How to objectively evaluate the development of green economy and enhance the quality of economic growth is of great significance to realize the sustainable development of economy.Therefore,this paper take the panel data of 285 cities in China from 2005 to 2014 as samples,and use the SBM model considering the unexpected output to measure the green economic efficiency of each city.Then,analyze the spatiotemporal pattern of green economic efficiency by using kernel density estimation,Gini coefficient,Sill index and exploratory spatial data analysis,and take full account of the spatial correlation of green economic efficiency in China to explore the mechanism of its influencing factors through the spatial panel regression model.We concluded that:(1)The average green economic efficiency of Chinese urban cities is not high,but its annual variation trend is increasing from lower level to advanced level,due to China's relevant green policy.Mutations happened between 2007 and 2009,connected with the financial crisis in 2008.(2)The spatial differences in green economic efficiency in China are significant.According to three regions and eight comprehensive economic zones,the China's green economic efficiency respectively takes on a distribution of "saddle shape" and "three prominent coastal ones".From urban-scale point of view,it presents certain regularities.Firstly,in general,while economic development level is high or low,urban green economic efficiency is high but middle economic development level.Secondly,there is an exception due to some factors,such as high emissions of pollutants.Thirdly,most cities of high green economic efficiency are tourism-based,agricultural or new resource-dependent.(3)There is a significant spatial correlation among the green economic efficiency of cities in China,and it shows the agglomeration distribution.(4)China's green economic efficiency is affected by many factors.There is a U-type relationship between economic development level and green economic efficiency.Foreign direct investment,technological innovation and government role including investment in education and science,have a significant positive impact on green economic efficiency.The proportion of the secondary industry has a significant negative impact on green economic efficiency,while the tertiary industry,so the optimization and upgrading of the industrial structure can play a promoting role.However,the impact of clean production capacity is not significant.Finally,this paper puts forward relevant policy suggestions for the development of green economy in China according to the research results.
