The "Belt and Road" initiative is a regional cooperation platform established by the countries along the route and China.The present focus,which is how to realize economic advancement and optimization of the natural environment in the countries along the “ Belt and Road ” and China,has become a major issue for the implementation of high-quality development in the new era.Cities are important nodes to promote efficient economic development throughout the region and also important support points to promote the development of environmental protection industries and achieve green development.Measuring the efficiency values,which includes the industrial development and environmental protection of cities in the northwestern part of the Silk Road Economic Belt in China,has important practical significance for green development in the Northwest and the construction of the "Green Silk Road".The thesis makes an empirical study on the green economy efficiency of node cities in the Northwestern China's Silk Road Economic Belt.First,the super-efficiency DEA-SBM model was used to measure the green economic efficiency of 23 nodal cities in the northwestern part of China in the 2006-2017 Silk Road Economic Belt.From an overall level,the average annual green economy efficiency,which belongs to the 23 node cities in the northwestern section of the Silk Road Economic Belt in China,is above 0.95,and the cities' GEE value is high,but it is relatively inefficient in some years.From theperspective of changes,the green economy efficiency has shown a volatile upward trend.Secondly,we need to construct an empirical model for the analysis of the factors affecting the green economy of the 23 cities in the northwestern part of the“Belt and Road”by using Tobit's econometric analysis method.The study found that the level of economic development,the factors,such as the degree of economic aggregation,the degree of population agglomeration and the upgrading and optimization of the industrial structure,had a positive impact on the green economy efficiency of 22 node cities,while the impact of science and education investment and government environmental regulations was negative.According to research,it is considered that 23 node cities in the northwestern section of the Silk Road Economic Belt should formulate a scientific and effective green development plan.On the basis of changing the development concept,the measures,such as introducing new technologies,developing new industries and transforming traditional industries,can achieve and drive the High-quality economic and social development by improving the city's green economy efficiency,creating an environmentally friendly,ecologically civilized green Silk Road.
