As one of the important means of resource allocation,market competition has been paid more and more attention in the process of deepening reform and innovation.Purely from the market size,corporate profits and other single point of view is not a complete analysis of the effectiveness of competition policy practice.Therefore,the analysis of competition policy should be two aspects including consumers and businesses,the only way to comprehensive consideration of competition policy in the protection of consumers' rights and interests,promote the development of enterprises,increase the social welfare contribution.Chinese competition policy practice later,research on the effect of the competition policy is also limited.This paper chooses the telecommunications industry as the starting point that is closely related to people's life,to explore the influence of competition policy practical effect.It is also highlight the practical significance of this study.This paper uses a broad definition of competition policy.Competition policy is the main means to guide the market as the main means of resource allocation,to maintain the market operation mechanism,improve the order of competition.Based on this definition,combined with the research results of scholars at home and abroad,I select market competition,property reform and regulation policy and systematic analysis of the competition policy impact on consumer welfare and enterprise technical efficiency.In the study of competition policy on consumer welfare,considering the influence of the market structure and enterprise strategic behavior,I selected New Empirical Industrial Organization(NEIO)method and introduced the market behavior parameters.Through the estimation of simultaneous equations,the empirical results show that property reform and market competition have a significant positive impact on the change of telecom price.This paper uses the Hicks's demand function consumer surplus method to calculate the change of consumer welfare in 2003-2013.The results show that the implementation of competition policy has significantly increased the consumer welfare.In the study of competition policy on enterprise technical efficiency,I selected Stochastic Frontier Analysis(SFA)method is used to study the change of the technical efficiency,in order to test the influence of the technical efficiency and get the accuracy of the results.The research shows that the competition policy variables have positive effects on the improvement of the enterprise technical efficiency and the effect of the property right reform is the strongest.There is a synergistic effect among various competition policies.The enterprise technical efficiency has obvious regional and temporal differences.The technical efficiency of telecom enterprises in the eastern region is higher than that in the central and western regions and the technical efficiency has a trend of increasing first and then stabilizing.In this paper,we can draw a conclusion that competition policy,as an effective policy tool,plays an important role in reducing the price of telecom,increasing the welfare of consumers and improving the efficiency of enterprises.In response to the new challenges of reform and innovation,this paper puts forward the following policy recommendations.Establish the telecommunications industry public supervision committee.Perfect the social supervision system.Actively introduce and absorb private capital.Promote the application and promotion of new technologies.Implement the new competitive policy and combine three competition policy.Pay attention to the protection of telecommuunications development in the central and western regions,enhance the overall strength of the industry.
