Logink Development Index Model And Its Application

LOGINK is an open,shared,free logistics basic information switching network,led by Government,built by government administration,industry associations,software developers,and logistics providers.LOGINK aims to achieve efficient interchange and sharing of logistics information,to formulate interchange standards,to promote general logistics software,and to connect logistics information platforms,showing a good momentum of development.But due to lack of scientific and systematic evaluation system,the development situation of each stage,the development trend and weak link can't be presented at a glance.Therefore,it is urgent to establish development index model suitable for characteristics of LOGINK.To this end,this paper made following research.(1)Build evaluation index system of LOGINK.Connotation of logistics public information platform is defined,and logistics public information platform is divided into market common type and government public type,while its orientation and development goals are stated separately.Domestic and foreign research status of evaluation index systems and evaluation methods for logistics public information platform are analyzed,and the necessity of evaluating logistics public information platform in index form is analyzed.The framework of government public type logistics public information platform index system is constructed according to Balanced Scorecard,and it applied to LOGINK.According to the platform function and its development goals,index system of LOGINK established.The structural equation model was used to test the reliability,validity and goodness of the index system,and rationality of the index system designed by this paper is verified.(2)Construct development index model of LOGINK.In order to make full use of expert experience while overcoming errors caused by subjective preference,subjective weighting method based on blind number is used,and development index model of LOGINK is conducted.On the basis of this,the operation data of LOGINK is collected,and LOGINK's information index,benefit index,satisfaction index and composite index are calculated.Eventually according to the trend of the indexes,the development situation of LOGINK is analyzed.
