Research On The Performance Measurement Of Shaanxi Nature Reserve Areas

As much more importance being attached to the ecological civilization,it has gradually become an international consensus.Also we regard ecological construction and nature reserve management as a necessary part of development.However,present situation is not optimistic.The existing performance evaluation system of the management is imperfect.All those factors make performance evaluation of nature reserve's management and other issues necessary to be studied.In this article,I present related literature which includes performance of nature reserves'management at home and abroad.There are four theories in this article,including the sustainable development theory,principal-agent theory,collective action theory,and the related performance evaluation theory.Then I analyze the current situation of nature reserves'management in Shaanxi province.Based on the theory and the issues,through many times expert interviews and discussion,I establish new evaluation index system,using analytic hierarchy process(ahp)and 120 expert group decisions to determine the index weight.The new established evaluation system is based on the function of nature reserve and the perspective of management foundation,including basic configuration and arrangement of dimension,protection layer of activities,the sustainable development of the management activities and logistics service function's activities.Those indexes weights are determined by expert group decision.Then I select 7 national nature reserves of Shaanxi province,using comprehensive score of 52 experts to evaluate and analyze the 2015 performance results.Research shows that the main factors affecting management performance of nature reserve is the human factors of interference,daily management and community development status,etc.In addition,the results of sample nature reserve management performance evaluation makes clear that the nature reserves of Shaanxi province about based configuration and arrangement are well,but three goals of the nature reserve are not well realized.Nature reserve management achievement is uneven.The weak aspects are the investment and aid of the state,the ecological tourism development and community development.These activities are important and much easier to improve performance and protection results.The innovation of this article includes three aspects.First,build a new Angle of view of performance evaluation index system of nature reserve management;Second,use the way of group decision to determine the index weight;Third,put the community co-management into new established evaluation index.Policy Suggestions are put forward as follows:the state should intensify investment in the nature reserve.The nature reserve management organization need to consolidate in the basic configuration dimensions results which have been achieved.At the same time,the organization should speed up ecological tourism construction of nature reserve.The daily management activities are needed to be done to improve and strengthen the nature reserve of the human beings interference factors,personal and community development and ecological tourism.Maybe,the results of my study can be used to evaluate and improve performance measurement of nature reserve management in Shaanxi.It has a certain degree of practical reference value to all the nature reserve in other provinces.
