Research On The Dynamic Mechanism Of Open And Transparent Fiscal Budget In China

Chinese government puts forward the transparency of the budget as an important task in the reform of the fiscal and taxation system at the Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China.Now China's fiscal budget's transparency is far behind the rest of the world and even far from the world average.The openness and transparency of budget information has an important and far-reaching significance,and the task of the reform is arduous.This paper makes a more in-depth study on the transparency of the budget.And combines China's situation,I think we should analysis it from the perspective of dynamic mechanism.I think the budget's transparency is low and the lack of openness and transparency is due to the fact that the government departments do not have the power of budget information's disclosure.On the other word,The low budget transparency lies in the lack of dynamic mechanism.Next,this paper use the game model of budget information's openness and concealment to analyze and explain it.Government departments have a measure of costs and benefits about open and hide the budget.When the government has the conditions to hide the budget information,the equilibrium of the game is largely the Opaque budget.And when the government does not have the conditions to hide the budget information,the equilibrium of the game is that the government public the budget information only.Therefore,in order to achieve the transparency of the budget,we must use dynamic mechanism to make the equilibrium solution of the game from disclosure to open.Therefore,according to the above analysis,this paper analyzes the function mechanism of the dynamic factors in details.On the basis of the theories of government budget management and finance,and combines the theories of management and dynamics,I explain the factors in detail,including the institutional factor,the incentive factor,the public opinion factor,the organizational factor and the informatization factor.Then I explain that these factors how to affect the government to public the budget and realize the transfer of the equilibrium solution.The cost ofgovernment hide budget information is increased and the benefits decreased through the mechanism of various factors.This allows the government gradually public the budget information.Next,this paper studies countries and regions which has the high budget transparency.I found that the advanced countries' s dynamic mechanism are more complete.Then I analyze the practice and experience of advanced countries and regions in detail from the dynamic mechanism.And We hope to provide inspiration for the construction of China's budget transparency.Considering the current situation of budget's transparency in our country,we draw lessons from the national and regional's experience of openness and transparency.In combination with our national conditions,I put forward some suggestions to improve the transparency of our country from the perspective of dynamic mechanism.The dynamic mechanism provides a train of thought for China to improve its openness and transparency.We can continuously seek and innovate a diversified model to make the budget open and transparency.And I hope it can realize our budget's open and transparency earlier.
