In recent years,the issue of migrant workers returning home have become the focus of the academic research and the government.With the adjustment of China's economic structure and the continuous transformation of industrial transformation,the situation of rural surplus labor force entering the cities in the background of dual structure economic structure has been gradually reversed,which is characterized by the return of migrant workers.With the return of migrant workers,a wave of migrant workers starting a business is rising.Their return has built a more closer linkage between urban and rural workers and peasants,including market knowledge,capital,information,technology,management capacity and the other new concepts,the accumulation of human capital(including its accumulation in the stage of the experience and skills)have a crucial impact to the business of returning migrant workers.Due to the entrepreneurship of retuning migant workers can not only help to solve their employment problems and improve the income,to a certain extent,can also create a lot of job opportunities and extensively absorb idle rural labor force,it has become an important way to promote the development of county economy and the construction of the new urbanization,it also has become an important engine for developing rural economy.This article is based on the CLDS2014 survey data and existing research,established human capital index of returning migrant workers.and the human capital is decomposed into four factors to define the returning migrant workers' level of human capital accumulation,and using Multinomial Logit model to analyze the influence of human capital on the decision-making behavior of returning migrant workers'entrepreneurial and its mechanism,using Two Classification Logit model to analyze the influence of human capital on the financing behavior of returning migrant workers' entrepreneurial and its mechanism.The research found that:as far as it is concerned about the decision-making behavior in entrepreneurship,promote education,work experience of managers,work experience of production and manufacturing staff,the frequency of jobs changing,improve the new tools'using skills and health status have a negative effect to "survival" entrepreneurial decision making.Increase the length of employment has a positive effect on "survival"entrepreneurial decision making.Managerial experience,increase the length of employment,improving health status and enhancing the skills of using new tools have a positive impact on "opportunistic" entrepreneurial decision making.The increase in the number of job conversion times and professional qualification certificates has a negative impact on the"opportunistic" entrepreneurial decision making.Besides,social capital plays a negative moderating role in the impact between the length of employment and entrepreneurial decision making,and plays a positive role in the impact between managers' experience and"opportunistic" entrepreneurial decision making.As far as it is concerned about the financing behavior in entrepreneurship,other factors related to human capital will positively promote the possibility that returning migrant workers choose normal channels to raise funds,besides the factors including the experience of professional and technical staff,and the increasing of frequency of jobs changing and the length of employment.Besides,social capital plays a positive moderating role in the impact between the managers' experience,promotion of education and the possibility of returning migrant workers to choose normal channels to raise funds.According to the conclusion of the study,the following three policy suggestions are put forward:First,efforts should be made to improve the level of knowledge and skills of returning migrant workers;Second,identifying the characteristics of the human capital of the retuning migrant workers for the targeted entrepreneurship service;Third,pay attention to improve the health status of returning migrant workers.
