| Performance management is an important tool for or ganizational organizations to achieve their respective m anagement objectives,and it is of great importance in ef ficiency management.At present,perform ance management in all kinds of en terprises all over th e world has an increasingly prom inent role.It has the important control function in the Organization management.In order to exert th e function of public administration,deepen the system reform and practise the concept of "Int ernet + Government",the State Administration of Taxation system should make full use of pe rformance management.To that end,based on interpersonal relationship theory,organizational behavior theory,new public m anagement theory,objective management theory and incen tive theory,this paper studies the personnel performance management of the SA T system with the Xuzhou S tate Administration of Taxation as an example,and hopes to help th e personnel performance management reform in the SAT system.Based on the definition of performance m anagement and perform ance appraisal,this paper analyzes the personnel performance management of the SAT system by using the theory of performance management,and considers that the "Digital Hum an Resource" performance appraisal practice of Xuzhou SA T is representa tive,taking the "Digital Hum an Resource" performance appraisal system of Xuzhou SAT as an example,in view of the problems existing in the performance appraisal of our SA T system,we think that the personnel perf ormance management of the SA T is not standardized,the classification is simple,the evaluation standard is not clear,the lack of full participation,The lack of incentive function,the effective combination of training and the lack of the guarantee of rele vant supporting mechanism are the causes of these p roblems,such as the in fluence of the backward idea,the lack of recognition of the performance appraisal of the civil servant,the limitation of the subject,the lack of the infor mation management level and the experience.Based on the relevant theory and practical experience,the paper puts forw ard that perfecting the personnel perform ance management of the SAT system should establish the standardized evaluation index system.It has certain theoretical value and practical significan ce to establish and im prove the performance appraisal procedure,establish the supporting m echanism of the appraisal,strengthen the perform ance communication,strengthen the training of perform ance management to realize the diversity of the s ubject,the results of th e performance appraisal and the multiple incentive methods. |
