With the background of national reformation of financial and tax system,the national tax system is facing a great many significant reforms.In the contemporary society,human resources is the most important strategic capital.The state taxation department,as the main undertaker of national taxation work,must be in a more efficient and scientific human resources management way to adapt to the reform and meet the new changes and requirements of state taxation.However,recently,human resources management mode of the state taxation department is hidebound and backward in the process of human resources management of tax cadres because of the historical factors and administrative system.Therefore,how to establish a scientific human resources management mode,achieve the effective management of the national tax system tax cadres,and eventually promote the healthy and sustainable development of the national tax have become the current important subject.This article,based on the theory of modern human resources management knowledge,as well as combining the practice of my own work in the human resources management related experience,studies and analyzes the situation of human resource management by taking Tianjin J District State Taxation Bureau as the research object.The paper,which is brought forward from the reasons for the problem existing in human resources structure and configuration,tax cadres flow mechanism and punishment mechanism,puts forward a number of targeted and available measures like reforming cadre flow mechanism,optimizing allocation of human resources,and strengthening the construction of the cadre incentive mechanism,training mechanism?This article,through analyzing the current situation of the bureau of human resources management and putting forward research and improvement measures,aims at providing the reference basis and suggestions for the improvement of the future of human resource management for the agency and providing further reference of human resource management work of grass-roots tax system to the nation.
