The 21st century is a century of human resources management.With the development of the times,the importance of human resources in acquiring advantages in competitiveness is becoming increasingly significant.With the intensification of tax system reform,the management of taxation is increasingly showing the tendency of information-based management styles,k:nowledge-based management processes,flexible management characteristics,efficiency-based management costs and internationalized management rules.Changes in economic conditions,progress in construction of political civilization,transition of public management functions,implementation of new initiatives in tax system reform and rapid development of information technology have imposed requirements of higher standards to taxation administration,tax payment service and competence of tax staff of the local taxation administration system of Inner Mongolia.It takes a contingent of talents with strong modem concepts,far-reaching strategic vision,extensive knowledge and rich practical experiences to achieve these objectives,which are closely related to the number,quality of the talents in the taxation administration system and whether or not the talents can fully play their roles.Therefore,departments of human resources management must allocate human resources rationally,manage and develop human resources effectively in the strategic management framework of 'identifying talents,assembling talents,cultivating talents,employing talents and treasuring talents".It is necessary to reconsider their mission and functional positioning and enhance the effectiveness of human resources management to promote the accomplishment of organizational strategic objectives.In order to transform the local taxation administration system of Inner Mongolia into a modernized public management department and to achieve the harmony of relationship between tax collectors and tax payers and the all-rounded,well-coordinated and sustainable development of tax staff,tax organization and taxation management,I have made a systematic analysis of the present conditions of human resources management of the local taxation system of Inner Mongolia on the basis of extensive collection and organization of data of personnel statistics of the local taxation system of Inner Mongolia and references of other relevant resources.Targeted at problems in organizational structure,working procedures,operation of information system,human resources and other aspects,studies have been made in improving business procedures on the basis of enhancing information construction;conducting reform in organizational structure in accordance with strategic objectives and business procedures;establishing scientific human resources management system by optimizing staff allocation,innovating human resources cultivation system,reinforcing incentive mechanisms,establishing rational performance management system and other initiatives.
