Study On The Farmland Circulation Based On Questionnaire Surveys In Lugang Township Fengqiu County

After the reform and opening-up policy,China's economy has increased rapidly,and rural labors have engaged in secondary industry and tertiary industry,which has resulted in amount of farmland being abandoned and utilized inefficiently.In face of our country's fundamental reality of large population and little land,we must implement farmland's scale operation and intensive utilization,to maximize land efficiency.The No.1 Central Document of 2016 proposed to establish the ordinal transfer of land management rights and encourage and guide farmer households to transfer contracted farmland to realize large-scale cultivation.Once again pointed out that we should stabilize rural land contracting relationship,implement group ownership,stabilize farmer households' contracting rights,liberalize land operation rights,and consummate the measure of “three rights division”.Farmland transfer is the only way to implement farmland scale merits,and is also the irresistible trend of land resource intensification utilization,and can solve the problems of farmland abundant and low-efficient utilization existed in recent years.This paper summarized domestic and overseas farmland transfer problems,on the basis of rent theory,scale economy theory,property tights theory,and institution change theory,conducted study on Lugang township's farmland transfer problems.Through preliminary investigation on Lugang township's farmland transfer,on the basis of acquainting main methods and basic features of farmland transfer,pointedly designed the questionnaire on Lugang township's farmland transfer,and through investigation got to know Lugang township's basic situation on farmland transfer,farmer households' opinions and willingness to farmland transfer,and social security situation.Through questionnaire investigation,found out numerous problems like,Lugang township's contiguous management farmland scale is small after the transfer,transfer information flow congestion,and farmland ownership confirmation and registration lagging.Afterwards,from aspects of Lugang township's economy,institution system,social security etc.,conducted on reasons to existing problems on farmland transfer.In the end,proposed relevant countermeasures and suggestions that Lugang township should promote individual business,cultivate leading enterprise,and positively launce the farmland policy propagandization work,the county government as a farmland transfer information collecting and releasing platform.Hoping to provide some help to promote the reasonable and efficient transfer on Lugang township's farmland,decrease Lugang township's farmland resources wasting,realizing farmland resources' sufficient,reasonable and sustainable utilization.Restricted by Lugang township's current economy development situation,some problems cannot be solved efficiently,we should not be too harsh for Lugang township's farmland transfer,or to interfere it too much,but should let nature take its course and make best use of the circumstances.
