The Research Of Rural Farmland Circulation Transference In Man Han Town,Liang Cheng County,Inner Mongolia

Agricultural production and development is an important issue related to the national economy and the people's livelihood.To circulate cultivated land and realize appropriate scale management of farmland is the objective requirement of modern agricultural production.At present,in the whole country,modern agriculture has a good development,and the agricultural production is still based on the small peasant economy,in Liang Cheng County,Inner Mongolia,the large planting farm is rare,the problem of farmland circulation is serious,and the modern agricultural production is backward.In view of the above problems,by means of literature research method,field investigation and data analysis,this paper is based on the statistical analysis of questionnaire survey of farmers in Man Han town.In views of the current problems of farmland circulation in Man Han Town,this paper analyzes the causes of the four major actors of the peasants,the renting management households,the government and the collective organization of the cultivated land,so as to find out the root cause of the problem of farmland circulation the town of Man Han.Summed up as follows:On one hand,Local farmers can not circulate their farmland because of lack of other viability.On the other hand,Local farmers have a serious concept of cropland pension by means of farmland,and fear that land circulation will lead to lose their farmland security interests,unwilling to transfer arable land.In the beginning,there are few arable land tenants and there is no demand for land circulation.Moreover,compared with the transfer price of arable land in the surrounding areas,the transfer price of arable land given by arable land tenants is low,and farmers are reluctant to transfer.Finally,lacking of scientific production capacity in the transfer of arable land of the leading role of the contracting business,they can not expand the demand for the transfer of arable land.The land ownership work has not been fully implemented in the local area,and the functions of government's helping and guiding are missing,meanwhile,there is also a serious lag in the construction of irrigation and water conservancy facilities,rural roadconstruction,transportation facilities and other infrastructure,all of which restrict the transfer of local arable land.On one hand,staff of collective economic organizations lack of comprehensive quality,which leads to weak work service ability.On the other hand,due to the corruption and awareness of some people,there are problems in the management and service of farmland circulation.These problems seriously restrict local farmland circulation.Through the above analysis on the main causes of persuading the transfer of cultivated land in Man Han Town.the concrete feasible suggestions for improving the transfer of cultivated land in Man Han Town Liang Cheng County are given,and the local cultivated land transfer is promoted,so as to realize the appropriate scale management of cultivated land and accelerate the production of local modern agriculture.
