Employment is the top priority of the people’s livelihood. With the improvement of people’s living standard, the social focus on employment problem is gradually shifting from quantity to quality. For a long time, under the influence of household registration system and urban and rural dual economic structure, urban and rural labor in employment facing many differences. Overall urban and rural employment, promote the equalization of public employment services need to solve urban and rural labor to various differences in the employment quality.Based on this, with the perspective of public employment service equalization, On the basis of literature research and practice experience extracting key dimensions to measure the quality of employment, and compare the key dimensions of quality of urban and rural labor employment, try to through the analysis of the difference of reasons put forward to co-ordinate urban and rural employment, promoting the equalization of public employment service countermeasures and suggestions. First of all, takes the literature review of the public employment services equalization, job quality, and urban-rural differences, clear the basic concepts and theoretical basis of this study. Secondly, based on existing research to extract these six key dimensions, including the level of remuneration, working conditions, job stability, labor relations, career development, and social security to measure the quality of employment, do comparative empirical research based on these six dimensions of quality of employment, and find that there exists significant difference found on urban and rural labor employment quality, needs to improve the public employment service system, the problem such as laborer employment ability to ascend and so on. And try to analyze causes of the differences mainly in the household registration system, human capital, employment policy and the cause of concept, etc. Finally, According to the phenomenon and the reasons put forward some suggestions to solve the difference, The purpose is to promote equal employment and full employment of urban and rural labor, promote the realization of public employment services equalization.
