| With the continuous improvement of the level of urbanization and industrialization in China,a large number of rural land has been expropriated,resulting in a large number of landless farmers.According to the present situation of landless farmers in China,Land for Security Policy came into being.Through theoretical research and policy exploration stage,the policy performed in different modes invarious provinces and cities.As the situation is different,the policy has a lot of extended space and innovations.As a kind of new idea of resettling the living security of landless peasants,the "land for security" compared to the past simple land acquisition and resettlement mode,has opened up a new way to develop a long-term mechanism of resettlement,coordinated with the social development in the land acquisition and resettlement of sustainability and long lasting.However,China’s social security is still in the initial stage of exploration,has not formed a set of their own scientific security system.As a new type of security resettlement mode,the implementation of Land for Security Policy is like crossing the river by feeling the stones.Performing research on this policy has its theoretical significance and practical significance.Yangzhou Economic and Technological Development Zone is a State-level Economic and Technological Development Zone.It is the frontier of the development and construction.The rapid development of land expropriation is accompanied by a large number of landless peasants.The implementation of Land for Security Policy of Yangzhou Economic and Technological Development Zone is a microcosm of Jiangsu Province.This paper selects the implementation of Land for Security Policy of Yangzhou Economic and Technological Development Zone as the research object,using geographical theory,social security theory and the theory of public policy implementation as theoretical basis and theoretical support,combined with the investigation of the first hand data,using empirical analysis and normative analysis.On the one hand,aiming at the problems in implementation and influencing factors,to provide the corresponding countermeasures,to help to improve the policies,regulations,systems,mechanisms and the execution efficiency,in order to help to better achieve the goals of the implementation of Land for Security Policy of Yangzhou Economic and Technological Development Zone;On the other hand,provide the theoretical support for policy adjustment of Jiangsu province,a reference of policy exploration for other areas,also provide useful theoretical basis and policy reference for China landless peasants’ social security system.The main research conclusion of this thesis is that after years of exploration and practice,the security policy of land for Yangzhou Economic and Technological Development Zone,especially landless peasants’ resettlement is from monetary resettlement and employment resettlement towards security resettlement.Security system is constantly being improved.It played a role in the zone’s economic and social development.However,due to the impact of policy environment,the lack of policy content,the main body of the implementation of the subject,the limitations of the implementation of the object and other factors,the effectiveness of policy implementation and policy objectives was affected.This paper proposes to re-form the system to optimize the policy environment,to improve the social security system for landless peasants,to improve the effectiveness of the implementation of government policy,to set up a public service system to make the landless peasants have a sense of security,to resolve the blocks of policy impleme ntation,to make sure of achieving policy goals.Scientific and reasonable resettle ment of landless peasants will be better to promote the development of zone’s social and economic harmoniously,orderly and sustainably. |
