The Symbiotic State Of Chinese Land-marine Overall Planning

The ocean is resource treasure and inexhaustible driving force for human development in the future.While developing the marine economy vigorously,we must pay attention to the overall development of sea and land.The coordination of land-marine describes the relationship between sea and land as that sea and land constitute the coastal area together from the perspective of the whole region.The driving force of sea and land co-ordination is the provision of products and services between sea and land,that means they achieve regional functional cooperation and complementary based on their own advantages.Therefore,it is necessary to assess the degree of coordinated development of the marine and land economy in a region comprehensively,and provide a reasonable policy basis for the government.Based on Symbiosis theory,this paper discusses sea and land-based economic symbiosis mechanisms and models,and uses a Logistic symbiotic function to construct symbiotic evolution model of the marine and land economy.After conducting a division and feature analysis of the interactive model between the sea and land-based economies of 11 provinces or cities along the coast of China during 1996 to 2013,the paper discusses economic development of these provinces or cities.The results show that during the study period,the coordinated development model of the national sea and land economy is a parabiosis model.Fujian province exhibits mutualism.Jiangsu,Hebei,Shandong,and Guangdong exhibit commensalism.Tianjin,Zhejiang,and Shanghai display parasitism.Guangxi and Hainan exhibit an anti-biosis model.Liaoning displays a parabiosis model.The land economic development model of Jiangsu and Fujian,and the sea economic development model of Guangdong are improving the quality and efficiency of factors of production,but the other provinces' development models are all improving the productivity of factors of production to expand the scale of production to develop economically.Finally,according to different status quo of symbiosis,this paper further divides the stage,analyzes its promotion mechanism and put forward some countermeasures according to the problems.
