The most important data in this paper are the professional salt books and local chronicles and inscriptions on a tablet of Fujian Province in Qing Dynasty.The salt merchants,salt bureau and fishing boat with salt are be considered as the breakthrough point.It is deeply shown that salt sales under the county level by analysising of salt distribution system evolution and the interaction mechanism of group,organization and quota.First,salt merchants will be discussed under the salt system reform of Fujian in Qing Dynasty.Describing the period characteristics of Fujian salt merchants,and analysising of the relationship between the gentry family and the salt merchants replacement.Secondly,Conduct a textual research on the definition of the salt bureau and analysis of the spatial distribution of salt bureau.It is revealed that the salt bureau is the basic administration which officials and salt merchants control.Finally,as an example of the fishing disputes 'with Lianjiang county and neighboring counties,the system of fishing boat with salt is investigated in Fujian.It is observed that the efforts which the officials and merchants transfer the salt crisis and the response measures of local society.
