Xuchang County Uitivated Land Circulation Problems Research

In this paper,based on the field survey of xuchang county cultivated land situation,some problems which exist in xuchang county cultivated land circulation.Through analyzing the influencing factors of xuchang county farmland circulation,puts forward some Suggestions to promote the land circulation,the booster xuchang county farmland scale operation,increasing farmers' income,accelerating agricultural modernization development,etc,has important practical significance.Found by field visits,although the land circulation can effectively improve the efficiency of the food production and liberate the workforce,but xuchang county farmland circulation lack of normative market circulation mechanism and actual credit guarantee.Farmers of arable land circulation at the present stage mainly embodied in a more rational performance,which also contains some social factors,such as non-agricultural income,labor ability,the level of social security,even insurance,medical expenses and so on will have an effect on farmers cultivated land circulation behavior.Have a strong will turn out cultivated land farmers generally in the rural income level higher group,they relied on non-agricultural income;Have a strong desire to cultivated land to farmers is generally has rich experience in food crops "masters",they benefit from more on food crops.To transfer their land out of the farmers,is generally in the rural income level to the lower groups,their reliance on arable land is stronger,the cultivated land is the guarantee of their survival,generally will not be easily transferred out of cultivated land,combined with their own physical quality,social ability,or the restriction of capital to achieve stability decent income.of course,they also don't have the ability to further expand effective business and lack of arable land into intention.Land circulation policy,clear land property right,transaction cost,social ability to absorb employment,medical and old-age security,such as the size of the area of cultivated land per capita can be directly or indirectly affect the farmer's decision.After investigation,as a "large" xuchang county of grain production,its production scale is still in the household contract responsibility system,small farmers do industry level of the individual productivity thin and economic income is very low.To increase farmers income,guarantee the quality and quantity of grain production,should accelerate the farmland circulation,expanding the scale of production,farmers andformulates xuchang county cultivated land circulation system,improve relevant systems and mechanisms,coordinated development of economic and social benefits for cultivated land benefits.
