Through the comprehensive analysis of the data, summarizesthe main problems in the cultivated land circulation in shuocheng.To solve these problems, we analysis the possible reasons, it is mainly due tounclear property rights, imperfect market, imperfect laws and regulations, etc.In this paper, the ultimate purpose is to put forward constructive measures to solvethe problem. So in writing the paper we learn a lot from the advanced experience ofdomestic and foreign land circulation mode. In order to promote the c ultivated landcirculation further, shuocheng should start from its own conditions, to do from thefollowing aspects: implement land approval work further, strengthening theconstruction of cultivated land circulation market, perfect the relevant laws andregulations, local governments should play the role of guider and supervisor, respect the farmers’ willing in cultivated land circulation, at the same time carry out diversitycultivated land circulation mode combined with local characteristics, etc.Cultivated land circulation is the effective way to promote the development ofagricultural modernization, but faces to so many problems exist in reality, we mustadopted measures adjust to local conditions, respect the local actual situation, grasp thelaw of the cultivated land circulation, to promote cultivated land circulation developedorderly.
