Promoting the development of rural areas of cultivated land transfer and the appropriate scale management of agriculture has become an important part of the Rural Reform and Development. As the capital city of Nanchang in Jiangxi Province,in recent years the rapid development of cultivated land transfer work, but there are still transfer irregularities and smaller circulation and other issues, this paper analyzes the basic status of the transfer of arable land in Nanchang, Nanchang found arable land resources in the overall slow downward trend, falling from 281,846 hectares in2010 to 278,212 hectares in 2014, a net decrease of arable land, 3634 hectares, with an average annual decrease of 726.8 hectares. The paddy cultivated land resources accounted for 76%, accounting for dryland and irrigated, respectively, 22% and 2%.Nanchang also found in cultivated land resources, arable land, the four largest counties to Nanchang County, New District, Jinxian and Anyi, accounting for a total of 97.64 percent of the total arable land in Nanchang resources, solid article finally selected research areas for the largest proportion of arable land in Nanchang County.Currently Nanchang farmland turnover rate of 30%, 20% of households occurred Transfer Behavior, and the case of this paper, Nanchang County area 34% of households occurred Transfer Behavior. And transfer 50% of households choose rent farmland way transfer of arable land, 40% of the arable land transfer by way of contract. 400-800 yuan per year per acre of farmers receive income, the size of arable land management level has increased, while farmland Nanchang business entities after circulation constantly enrich upgrade, prompting Nanchang agriculture to modern agriculture transformation and development.Nanchang County Farmers cultivated land cultivated land transfer and the actual willingness to conduct the survey found that the average Nanchang County farmers contracted land area of 5.32 acres of arable land resources are divided into 4.78 average. Farmers cultivated land transfer behavior mode occurs mainly negotiated,and Nanchang County Farmers cultivated land transfer objects and willingness circulation period and the actual occurrence of the same circulation mainly for relatives and neighbors or collective village cooperatives, most of life in circulation more than 1 year. However, the proportion of households currently cultivated land resources are indeed the right certification of only 66%, and 80.56% of the farmers hope to sign a written contract transfer of arable land, but when the actual transfer contract signed proportion of households was only 42.86%, there is a big discrepancy,so arable land transfer process needs to be more standardized and legalized. Rent willingness to respect the transfer of farmland, farmers desired arable land into arable land slightly smaller than the turn rent rental rate, but the actual transfer process,farmers turn arable land rental rate is 400 yuan / mu of arable land into rent is 283 yuan / mu of arable land the difference between the rent and feeding into a larger.Finally, the appropriate solution to the main problems exist in Nanchang arable land transfer process and the problems after Nanchang County Farmers cultivated land transfer and the actual transfer occurs willingness to conduct the survey reflected on how to better promote the Nanchang farmland orderly transfer of work to carry out scientific and effective policy recommendations are given.
