Research On Out-Transference Degree Of Farmland And Its Influence Factors

Farmland transfer is aimed to gather fragmental lands with different ownerships to become one huge farm belonging to one owner and suitable for application of modern machines,preparing for founding modern farming system.Its point is to transfer out the lands from huge numbers of farmers,so the higher degree of land out-transference in every farmer is,the faster large-scale and modern farming can be realized.In terms of those,it is believed that study of farmer 's choice of land out-transference can play an important part in further understanding rural land transfer system.The paper first defines degree of farmland out-transference,and then describes the details of present out-transference in Dandong County in Liaoning Province from four fields-reasons to out-transference,receivers of the lands,modes of out-transference and contracts of out-transference.Statistics data and investigations showed the local land out-transference has the following problems:generally farmers have deep feelings to the lands,leading to low enthusiasm of transferring;for governmental insufficient publicity,in terms of different areas the local special farming industries has different influence on the system of land transference;the general out-transference mode has 49.4%of rental with short term,showing monotonous;30%of the contract are verbal agreements,having hidden dangers of disputes for the practice,etc.Based on the analysis of the present and problems in it,an regression model of Ordinal Logistic is established to quantitatively study the influencing factors of degree of farmland out-transference in Dandong County in the SPSS.18.0,and the estimation results are as follows:farmer's age,education,main occupation,households number,household annual net income and spur of special farming industries on land out-transference and consultation center of out-transference affiliating to special farming industries have significant effects on farmer's choice of out-transference degree,among which farmer's age and household number are negative,meaning farmer's choice of out-transference degree will decline sharply with the increase of the two variables.At last,both of the above analysis of present situation and problems in Dandong land transfer and the study of the influencing factors of land out-transference considered,the paper gives the following governmental suggestions:improving the relevant laws and regulations on level of counties;coordinating levels of arbitral institutions to promote the integral system of dispute settlement;establishing the transfer platform and improving rural transaction market;exerting more efforts on developing special farming industries to spur the land out-transference.
