The establishment and improvement of the land circulation system and the realization of using the market mechanism to allocate the land resources is the objective requirement of the socialist market economy. Strengthen the management of land circulation and regulate land transactions will not only help ease the sharp contradictions that China have more people than land, which maximum the economic and social effects of the limited land resources, but also solve the "three agricultural problems", and will play a very important role in the promotion of economic and social sustainable development and maintaining long-term stability.Land is the base of rural economic development. The purpose of this paper is to find out the reasons that lead the failure of land transference market and possible solutions that optimize each participants'behavior in the method of analyzing the game theory of different participants'behavior in ownership transference and usage transference. Methods employed include documentation and game theory. The conclusion is that, such solutions as easing the rural land market restrictions, improving rural social security, increasing the chances of non-agricultural employment, reducing the transaction cost and developing agricultural technology could promote development of rural land transference.This thesis is composed of six charters, totally it can be concluded as follows:Charterl introduced the research purpose, research meaning, and dynamic research condition of home and abroad, summed up the contents of this paper, and explained the innovation and inadequate point of the paper.Charter 2 was about the land circulation theory. Firstly, the paper discussed the economic behavior'impact on resources allocation under the new institutional of the institutional economics, then the human behavioral theory in the new institutional of the institutional economics and game theory.Charter 3 reviewed the land policy system since the founding of New China, summed up the existing problems in the circulation of agricultural land, which paved the way for behavior analysis in the rest chapters.Charter 4 was about the main macroeconomic analysis in ownership transaction, which analyzed different behavior of central government, local government and village collective. Macro policies are the fundamental points of micro individual activities, and provide the institutional environment for participants'behavior game in the land transference.Charter 5 was about the microeconomic analysis in the usage transaction, which analyzed the individual participants'behavior in the collective land transference. The proper transference of collective land is the prime precondition and guarantee of economic development.Charter 6 was the conclusion part. By analyzing the participants'behavior in the land transference, this paper found out the reason that China's current unreasonable use of land and low use efficiency which resulting in idling and wasting a lot of valuable land assets, in the meanwhile, the thesis pointed out the reform obstacles of the urban housing system.
