Innovation is a national economic and social development strategy and the important force for the sustainable development of enterprises.The knowledge staff's innovative behavior which is the determining factors for the enterprise technological innovation.Like all the 242 institutes of the national industrial department,which is the main power of the national innovation,thermal energy research institute became a company from the public institution in 1999.And now,all the institutes are faced with the same problems of how to improve the staff's innovative behavior and change the behavior of the leaders.For analyzing the relationship between psychological empowerment of thermal energy research institute state-owned research institutes and the employees' innovative behavior,we select the measurement scales revolving the psychological empowerment,the employees' innovative behavior and the leader's empowerment behavior on the basis of domestic scholars study about the industrial companies.After measuring scale into the questionnaire to thermal energy research institute,we successfully acquired 227 valid questionnaires and analyzed it with SPSS software to know the relationship between the psychological empowerment and employee's innovative behavior.We supposed the leader's empowerment behavior as the environmental variable of the psychological empowerment to analysis the influence of the leader's empowerment behavior on the employee's innovative behavior(we didn't analysis the influence of the leader's empowerment behavior on the employee's innovative behavior because of too much researches).After the empirical analyzing combined with the practical management,we argues that in order to enhance the staff's innovative behavior and to improve the organization's innovation performance in management practice,thermal energy research institute should focus on staff's attention and takes care of employee's psychological perception of empowerment from the psychological point of view.Only in this way,cold we better promote the innovation behavior of employees,and that is the significance of this study.
