Employees’individual behavior is the base of organizational behavior, and also the impetus of organizational development. In the study of employee behavior, empowerment is considered to be an important factor. Meanwhile, work regulatory focus is always introduced into the employee behavior research. However, most of the previous literatures studied from psychological perspective, few of them studied individual behavior combing structural empowerment and psychological empowerment, while the influence of work regulatory focus did not reach a consensus. This paper tried to dig the relationship between structural empowerment and psychological empowerment, and then their influence on individual behavior, also the way work regulatory focus acting on the process under the hospital background.The major problems of the research are:(1) How psychological empowerment mediates the relationship between structural empowerment and individual behaviors?(2) How the work regulatory focus moderates the relationship between psychological empowerment and individual behaviors? Through the investigations in4hospitals in Hangzhou and Hengyang (including1public general hospital,1private general hospital and2public specialized hospitals), the research collected251effective samples. After that, the research did the reliability and validity tests, variance analysis, descriptive statistics, response bias test, mediation test, moderation test and common method variance test.The major conclusions of the research are:(1) psychological empowerment fully mediates the relationship between structural empowerment and in-role behaviors;(2) psychological empowerment fully mediates the relationship between structural empowerment and Helping behaviors;(3) psychological empowerment partial mediates the relationship between structural empowerment and innovative behaviors;(3) prevention focus and promotion focus positively moderate the relationship between psychological empowerment and in-role behavior;(4) promotion focus positively moderate the relationship between psychological empowerment and helping behavior;(5) prevention focus negatively moderate the relationship between psychological empowerment and innovative behavior.The research tests the mediation of psychological empowerment of the relationship between structural empowerment and individual behaviors including in-role behavior, helping behavior and innovative behavior; and the moderation of work regulatory focus of the relationship between psychological empowerment and employee behaviors including in-role behavior, helping behavior and innovative behavior. Structural empowerment affects psychological empowerment significantly, and then influences employee behavior. Managers should formulate the regulations that are helpful for empowerment, such as building information platform, establishing the feedback mechanism, providing necessary help during the work etc. At the same time, they should pay attention to creation of the empowerment climate to strengthen the perceived empowerment, and then advance the employees’in-role behavior, helping behavior and innovative behavior which will in turn improve the quality of services.
