| The city is the accumulation of material civilization and spiritual civilization in the time and space,with the rapid development of China’s new urbanization,there are some problems,such as:population growth,waste of resources,environmental pollution and others in big cities of urban circle.Becasue of China’s special national conditions,there are many small and medium-sized cities,but the city construction is iinsufficient,resulting in urban development gradient is too large,small and medium-sized cities will become the main battlefield of new urbanization in the future,the focus of development will shift from the core cities in the urban circle to the coordinated development of large cities and small and medium-sized cities.The urban circle as a whole of the economic system in regional space,the city is a single cell in the economy.The study of urban cricle construction put city function in the region to avoid the blind positioning of a single city function and the waste of resources.So the relationship between the development of the small and medium-sized cities and the construction of urban circle is very inseparable.Improve the comprehensive ability of small and medium-sized cities and optimize the city function can promote economic growth in urban circle and regional coordination.The stduy on the mode and mechanism of the small and medium-sized city functions in China urban circle can narrow the gradient between cities in urban circle,the study can form a reasonable layout of city function in small and medium-sized cities,the study can exert comprehensive benefits of city function.This paper is based on the study of domestic and foreign literature and national urban policy.Referencing China ’s five-in-one policy,the city function is divided into five categories:economic function,political function,cultural function,social function,ecological function,and the index system of urban function is constructed from these five categories too.The study uses Empirical Analysis,selecting some city functions’ measuring index of small and medium-sized city and reflect the indicators of economic growth in urban circle as independent variables and dependent variables do some regression analysis.Draw this conclusion:Urban circle construction can promote the function of small and medium-sized cities,the promotion of small and medium-sized cities can stimulate the economic development of Urban circle.Then sues Pattern Analysis,summarizing the five models:The market and industry mutual promote mode in the Beijing-Tianjin-Hebei Area-Xinjil,Focus on tourism culture mode in Beijing-Tianjin-Hebei Area-Qinhuangdaol,The establishment of ecological civilization city mode in Yangtze River Delta Region-Gaochun,Focus on the transformation of old industrial base mode in Chengyu Area-Jiangyou,Rely on the development of core city in urban cricle mode in Beijing-Tianjin-Hebei Area-Langfang.And do detailed analysis in those aspects:Model characteristics 、 typical model 、 the power of promotion 、 the advantages and disadvantages.There are some commonalities in the above model:Reasonable positioning in city function,Cultivate the characteristic industry cluster,Focus on science and technology Innovation,Increase infrastructure construction and so on.In addition to this,there are some problems:City function is too single,Long-term neglect of urban cultural functions,Low degree of urban specialization,The support system of city function is not complete,and so on.At last,put forward the mechanism of improving the function of small and medium cities in urban circle:Guide the urban development with planning,Regional integration and Industrial diversificationdevelopment,Government and market coordinate with each other,Multi-field all-round cooperation,Enhance the attractiveness of culture,Population and resources and environment and Economic Interaction,Increase the intensity of innovation.So as to provide experience for other small and medium-sized cities to provide the city function,promote the development of urban circle and the construction of urbanization. |
