Research On Industry Transformation Of Resource-based City In New Normal

Under the new normal, China’s economy entered a new stage of transformation and upgrading. There are some new features, for example the shifting growth and the structure upgrade, dynamic transformation. It also brings new challenges to the development of resource-based cities.The past research about industrial transition of resource-based cities has focused on resource-exhausted cities. Nowadays, many of the industrial resource-based cities are facing challenges such as economic downturn,industry overcapacity, a slowdown in demand and increasing environment pollution. These cities industry transformation is different from the previous transformation, and it’s not passive but initiative transformation which responds to the changes in the macro situation. So under the new stage of development, research about transformation of resource-based city will become the important supplement of the industry transformation theory, which is helpful to guide the smooth transition of resource-based cities.Based on the perspective of integrating geography, sociology and economics, this article combed the domestic and international industry transformation theory and typical cases, cleared the influence of the new normal for industry transformation of resource-based cities, analyzed the dynamic mechanism of industrial transformation under the new normal,and put forward the proposal of industry transformation of the mode andpath. On this basis, this article take Loudi city as the demonstration area,analyzes the environment of the industrial transformation, using entropy and TOPSIS method to choose industry transformation mode wisely, and using the scenario analysis method to build the future replace industry development of a variety of scenarios, and puts forward the paths and countermeasures of industrial transformation. Research conclusions are as follows:(1) Under the new normal, industry development of resource-based cities gets into trouble, the transformation development is imperative. We should dialectically understand the dilemma for industry transformation of resource-based cities under the new normal, get the transformation direction and make positive transformation.(2) Under the new normal,the development of resource-based cities needs to build a new dynamic mechanism so that can be adapted to economic growth. Impetuses of industry transformation of resource-based cities come from the inner power industry, market dynamics and organizational environment dynamics. The coordinated developments of impetuses promote the development of industry transformation.(3) Industry transformation of resources city includes a higher value chain mode, the integrated cluster pattern, transferring mode and industry renewal mode. In order to lead the new normal through industrial transformation, we must follow the step-wise development rule which in different stages of developmentneed to take different development mode and path, and make scientific choice replace the leading industrials.( 4) Loudi city almost belongs to mature resource-based city. Considering internal and external factors of urban development, the integrated cluster pattern should be preferred to adopt. Loudi faces a variety of scenarios about the future,such as the present situation based on, the ecological construction,technological innovation, and the spanning development. New materials and Special equipment manufacturing scores higher on a wide variety of contexts, which shall be as an important industry. The industry transformation path and countermeasures include making industry plan,optimizing the industrial layout, perfect the market economy system,implementing innovation drive and strengthening the social ensure system, etc.
