Study On The Economic Transformation Of The State-owned Forest Region Of Heilongjiang Province In The New Normal Background

As the largest forest scale,volume,and the densest state-owned forestry province in China, in terms of supplyment of forest resources and the economic development,Heilongjiang province has made a great contribution.Because there is no scientific planning and over emphasis on economic benefit,after years of high strength development,the forest resources in state-owned forest area in Heilongjiang province trapped into recoverable crisis,in addition,forest industries also face economic stress.In view of the "two crisis",the cenrtal and local governments implemented the "protection project",formulated plans for the development of the economic transformation and changed the pattern of economic development,speeded up institutional innovation, played a decisive role in marketing allocation resources,promoted economic transformation,therefore,forest regional economy development and ecological construction has achieved obvious results.With the economic and social development, the economy in state-owned forest area in Heilongjiang province has gradually entered a new normal,although economic growth is slowing,forest management began to provide ecological products, forest products industry’s development was increasing, the science and technology of forestry and informatization level continuously improve, the livelihood of the people get more attention. New normal provided new opportunities for the economic transformation of state-owned forest area, but due to the overall economy downward pressure, a total ban on deforestation, arrested development of imporment industries, such as serious brain drain problem, has brought the economic transformation of state-owned forest area new challenges.Under the new normal, study the economic transformation problems of state-owned forest in Heilongjiang province has both important theoretical and practical significance. Firstly, under the new condition, study economic transformation process of state-owned forest region in Heilongjiang province, the present situation, problems and development countermeasures, safeguard measures and so on, will provide new materials for economic transformation theory and economic development theory in state-owned forest region; besides, research and analysis on the main content around the leading industry selection, human resource cultivation, transformation model to build the economic transformation of state-owned forest area, in order to offer a clear direction and specific measures of state-owned forest in heilongjiang province and help these region’s rapid economic transformation.This paper explain related concepts and theories,analysis the history and current situation of the economic transformation of state-owned forest area in Heilongjiang province, and then using the historical data and structural equation model to analyze the relationship between economic transformation and forest region’s development.On this basis, under the new condition,analyze and design the environment and the general idea of economic transformation in state-owned forest areas in heilongjiang province, and concentrate on the task: the industrial structure adjustment, human resource training mode selection and transformation and so on has carried on the empirical analysis and normative analysis, finally put forward some Suggestions and measures. Under the support of theoretical assumptions and historical data, using structural equation model to verify the dialectical relationshi,obtain the conclusion that they are the causal relationship.General idea design part. Conclusion: implement policies about adjustment of industrial structure as soon as possible, develop the forest industry, give support and guidance to the declining industry,which can promote the economic transformation and economic development of state-owned forest regions in Heilongjiang province; other promblems are that a lack of human resources,the brain drain is serious, poor training effect, the government science and technology supply and worker family economic factors will influence the cultivation of human resources.Countermeasures and Suggestions. under the new condition,there are existing problems of economic transformation of state-owned forest area in Heilongjiang province, from perspectives of human capital transformation, the transformation of economic structure, development model transformation put forward the countermeasures and suggestions to promote the economic transformation of state-owned forest areas in Heilongjiang province,later put forward the corresponding protection measures about support of institutional, funding, technology, policy, law and people’s livelihood security.Research conclusion includes:(1)through analysis and research the current situation,we think the state-owned forest area in Heilongjiang province still exist some problems about the economic transformation, including small proportion of the tertiary industry, forest resources crisis has not completely relieve and the quality is not high, lack of talents and its structure is unbalanced, imperfect policy system, heavy burden, institutional reform, etc., has restricted the economic development;(2)there is a cause-and-effect relationship between forest development and economic transformation of state-owned forest areas in Heilongjiang province,in details,the economic transformation can not only promote the development of forest region, the economic development will further promote the transformation;(3)under the new condition, the economy of state-owned forest area in Heilongjiang province presents some new characteristics, at the same time,it has brought new opportunities and challenges for the economic transformation of state-owned forest in Heilongjiang province.(4) compared with the data of the whole country, the overall level of forestry industry development each industrial sector of state-owned forest in Heilongjiang province lag behind other places, industrial structure adjustment has a very large space to increase, and the deviation is mainly due to the lack of competitiveness, forest tourism and forest region economic crops acquisition is the first choice for subsequent dominant industry;(5) human resources issues in the economic transformation of state-owned forest in Heilongjiang province is one of the key factors, human resources lack of follow-up people, the brain drain is serious, and poor training effect, are the main restrictive factors, family economic and government supply of science and technology are the main factors to influence the will of training;(6) In terms of the problems of economic transformation in state-owned forest areas, regions in Heilongjiang province explore a wide variety of polices, many places have formed the new successful model, the experience and practices about the economic transformation of state-owned forest areas in Heilongjiang province will offer great inspiration.This study integrated theoretical analysis, literature review, empirical analysis and normative analysis, combining methods of mathematical model, the innovation used in method application about the perspective of research, content and method,as for improve the economic development and economic transformation theory, promote the rapid development of the economic transformation of state-owned forest areas in Heilongjiang province has an important function and significance.Obviously, as the long-term of new condition, the extensive subjects and systemic contents, this study still exist some deficiencies on the depth and breadth, and these contents will be the next research direction.
