China is a large agricultural country,the quality of farmers directly affects the level of agricultural modernization.However,we are faced with some serious problems at present,such as the rural hollow,concurrent-business farmers.It is the serious lack of practical talents in rural areas,no successor to agriculture that cause great difficulty to solve the issue of "agriculture,rural areas and farmers"."Who is going to land,how to farm" in future becomes the first question of expert thinking.For solving this problem,No 1 Central Document in 2012 puts forward to cultivate new professional farmers for the first time,and China begin to start the pilot work of new professional farmers cultivating in August in the same year.After five years of practice,it is necessary to carry out in-depth understanding and research on the development of new professional farmers in China.Beginning with the severe situation faced by the agriculture and rural development,this paper shows the research background,significance and research status at home and abroad,and then expounds the research contents and research methods of this article.Then the paper defines and distinguishes the concept of traditional farmer,new farmer and new professional farmer,combines the theory of human capital theory,human matching theory and labor transfer theory,and illustrates the necessity of the cultivation of new professional farmers.Then the paper analyzes the current situation of the cultivation of new type of professional farmers in China from the three aspects :education&training,accreditation management and support policy,and points out some problems existing in the development of the cultivation of new type of professional farmers.Through the quantitative study of human capital to agricultural economic growth,it is found that human capital has a positive influence on the agricultural economy,which shows that education and training of farmers has certain effect;Through the study on willingness to cultivate new professional farmers,the result shows that gender,education level,the degree of engagement in farming,management scale,the understanding degree of new professional farmers,the understanding degree of landtransfer,the engagement in training have a significant impact.Then the paper summarizes the situation of the cultivation of professional farmers in the United States,Germany and Japan,and draws the inspiration to our country.Finally according to the actual situation of the development of new professional farmers in China,the paper puts forward some policy suggestions to promote the development of new professional farmers.The innovation of this paper is embodied in the following three aspects: Firstly,the paper explains the endogenous motivation of new professional farmers from the theoretical level.Secondly from the innovation of the research perspective,on the one hand the paper tries to build a model to explain the impact of human capital on the growth of agricultural economy,which indirectly shows that the cultivation of new professional farmers can promote the development of China's agriculture,on the other hand the paper studies the farmers' participation willingness and influencing factors which provides reference for the selection of the cultivating object;Thirdly,the paper combines with No 1 Central Document and the pilot counties in the introduction of cultivation practice and effectiveness,which makes the study more comprehensive.In addition,the conclusion of the paper may have some limitations for the lack of specific data and information.
