As the urbanization process speed up in our city,demand of city construction land increases day by day.The contradiction between state-owned construction land scarcity and its expansion becomes more and more prominent.The land asset value of collective construction land has been firmly established[1].Leading by policy guidance,market impulse and driven by interest,transfer of collective construction land becomes an absolute fact.The third plenary session of the18 proposed that on the premise of reasonable planning and land-use regulation,remising,renting and contribution of rural collective construction land are allowed[2],and these enjoy the same treatment with state-owned land in entering to the market,right and price.Thus,how to guide and regulate collective construction commercial land transfer effectively becomes a focus problem.Using the use right as the breakthrough point,this paper studied the collective construction commercial land combining the standard and empirical analysis,qualitative analysis and quantitative analysis,survey and statistic analysis.On basis of defining the collective construction land transfer concept,scope and connotation,we discussed the collective construction land transfer way and type.In addition,we selected Siping city of Jilin province as the study area and 135 effective sample were analyzed from varing aspects including land ownership,land utilization,land transferring ways and land use conditions,on basis of that,we carried out empirical study on management,price problem collective construction land problem in management,price and revenue during transferring.Exploring and establishing the assessment mechanism,theory and methods of collective construction land transferring are supports to provide necessary theory and technical support for collective construction land valuation standard.The main conclusions are as follows:1.The reasons leading to the transferring difficult of rural collective construction land transferring are the ownership is not clear,land certification rate is low;land pricing is strongly optional and scientific evaluated system is lack;supervision mechanism are defective,relationship between transfer main bodies are ambiguous and income distribution of land transfer are not certain.The main reasons lies in that there are no laws and regulations can depend on,there are not enough transfer platform and there are not enough theories and practices in collective commercial construction land transfering2.collective commercial construction land market price = collective commercial construction land market price current use value+future land appreciation=rural land market value+rural land develop appreciation+ future land appreciation.3.Collective commercial construction land transferring price implication varies with different types.Different use rights brings different liabilities,thus different price types formed.Hence,they can't be lumped together.4.There are some differences between the state-owned construction land and collective commercial construction land in aspects of ownership clarity,power integrity,policy mating degree,project integrity,trading maturity,and infrastructure.In the process of price assessment,the two exist difference in basis for assets,land price definition and so on.5.In terms of study area,cost method and residual method are the two appropriate methods to asset the rural collective commercial construction land price.But,still we should to pay attention to the transition of the fundamental formula and thought.The parameters determining need new thoughts and new technological methods.
