advantage.Therefore,Anhui Province need seize the opportunities of FTZs expanding the opening up strategics,and actively "build inland new open heights",for the early approval of the establishment of Anhui FTZ.First,the thesis introduces the research background and significance of Anhui building inland open new heights under the operating experience of four FTZ,and then introduces the research outputs of open economy,Free Trade Zero and building inland open heights in China and abroad.Then it introduced the theory of Comparative Advantage,the theory of Gradient Transfer,the theory of Backward Advantage and the theory of Economic Radiation are also described.and then it is to define the concept of "building inland open new heights",namely,"building inland open new heights"is the inland undeveloped areas through the full implementation of the opening to the outside world,tap their own comparative advantage,participation in the global economy Integration process,into the world economy,rational and effective use of international and domestic markets,two kinds of resources to promote economic growth in inland areas.At the same time,SWOT analysis was carried out on building Province is introduced.From Anhui Province 2001-2016 Statistical Yearbook data,we choose the status of Foreign Trade,the use of Foreign Direct Investment status,the status of Foreign Labor Cooperation,the status of International Tourism,we study the status of the development of open economy of 2000-2015,Then the empirical analysis of the economic growth about the open economic indicators of Anhui province is made.By unit root test,cointegration analysis and Granger causality test,the author draws the conclusion that Anhui's Export Volume,Foreign Direct Investment,Foreign Labor Service Cooperation Income,and International Tourism Revenue growth will have a positiveimpact on economic growth of Anhui Province.Therefore,to further expand opening up,Anhui Province need seize the strategic opportunity to build inland open new heights.And then it introduces the operation status of the four FTZs,since the founding of the four FTZs.They attract a large number of enterprises settled,made economic vitality and spillover effect;the next summarized the experiences about four FTZs.The main function and position is clear,free and efficient customs supervision,"negative list" investment management,government functions changes.And then is the four major free trade area of Anhui to build a new inland open heights.It is suggested that Anhui should establish a clear functional orientation,promote efficient and free customs supervision mode,and learn from the "negative list" investment management system and innovation,to strengthen the supervision and innovative the administrative management.Next the author puts forward some countermeasures and suggestions:first,innovating the management system and transforming the government function;secondly,paying attention to the driving of industries and exploring the financial opening;third,opening up the tourism market,and creating brand characteristics;fourth,integrating the logistics resources and establishing the high-end platform;fifth,relying on regional cooperation and enhancing endogenous power;sixth,perfecting the laws and regulations and realizing the
