Research On Factors That Impact On Introducing The R&D Institutions Of Processing Trade Industry In Open Economy Model Inland From Public Administrative Perspective

China’s economy has entered a period of new normal, the development of Processing Trade Patterns of Open Patterns Inland remains to the introduction and cultivation of research and development institutions effectively. Government as a core subject in public administration, how to reform the innovation mode in the special economic period, how to adjust the industrial structure effectively and to serve the economic and social development requirements better. Firstly, we need to find out where the point is in economic and social development, Then make a targeted breakthrough. The core content of the paper is to boosting R&D institutions located inland. The research and innovation capacity inland is in a period of induction and nurturing, Public Governance plays an important role in its development, so we research the influencing factors of R&D institutions of processing trade industry fromResearch paper analyzed the domestic and foreign typical mode of processing trade, and summarized from various mode that the importance of the Open and creative economy pattern. it’s to be proved that the possibility and necessity of R&D institutions inland through the theoretical analysis, and study on urgent factors influencing the R&D institutions to be located inland. For the purpose of attracting R&D Institutions located inland, we established the importance and satisfaction index system from five dimensions, which include human resources, R&D supply supporting and services, intellectual property, conditions of enterprise and governmental policy support. By questionnaire survey, expert interviews and other methods, adopting the 5 Likert scale method and using the relative difference with the Kano model for data processing, we obtained 5 factors that urgently to be improved on locating the R&D institutions inland,including transportation logistics environment, science and technology innovation park construction, science and technology talent team, market perfection of achievements transformation and financial support. For more analysis depending on the five major factors, we extract the countermeasure suggestion on introducing and cultivating R&D organizations respectively from "common", " governing ", "modernity" ", "legal " ", "promote" ", "efficiency". Try to realize the economic take-off in the Midwest, optimize the structure of foreign trade and regional development.
