Civil-military integration has risen to an important guiding principle that will promote harmonious development of economic construction and national defense construction in the coming years.The national defense science and technology industry is the natural carrier and important field of civil-military integration,the degree of civil-military integration of national defense science and technology industry is an important symbol of the in-depth development of civil-military integration.The military scientific research institute is an important subject in the field of national defense science and technology industry,is the main force of scientific research and technology development,and midwifery many national defense science and technology achievements with high technology content and wide application potential.Promoting the transformation of national defense scientific research institutes can release the potential of national defense science and technology resources,and realize the multiplier effect of input and output.This paper focuses on the issue of the defense conversion of national defense science and technology achievements in military scientific research institutes.First,the paper summarizes the existing research results of national defense science and technology achievements,with a view to reference significance,and summarizes and analyzes the development process and characteristics of military scientific research institutes and the necessity and characteristics of national defense science and technology achievements.Secondly,the status quo,existing problems and causes of the defense science and technology achievements of military scientific research institutes are studied.Thirdly,the typical foreign countries and domestic typical institutes are selected,and the advanced practices and typical models of promoting the national defense science and technology achievements are summarized.On the basis of the experience of home and abroad,the four modes of" institution + government "," institution+ enterprise"," institution + agency" and" academy rotation" are analyzed,and the evaluation index system of mode selection is constructed.Finally,this paper puts forward some countermeasures from three aspects of perfecting the organizational management system,establishing the work operation system and perfecting the policy system.The research of this paper is helpful to enrich the theoretical research results of civil-military integration and transformation of scientific and technological achievements,and guide the practice,but for the perfection of index system and the selection of evaluation methods need further study.
