Study On The Innovation System Of National Defense Science And Technology Industry Featuring Military And Civilian Integration

As a national strategic industry, Defense science, technology and industry bearing multiple tasks of industrialization and information. It relates to national security and the development the overall strategy, it is an important part of the new type industrialization with Chinese characteristics. It is pointed out explicitly that we shall keep to the path of military and civilian integration with Chinese characteristics at the Party’s Seventeenth Congress. Military and civilian integration has become the urgent need to follow the industry transformation trend of the world.The existing research shows that many scholars study on the policies and institution of military and civilian integration,but few study on the military and civilian integration system.In order to achieve featuring military and civilian integration goal, this paper established the national defense science and technology industry featuring military and civilian integration innovation system:first of all, this paper focuses on the theoretical basis,and give a fair definition of national defense featuring military and civilian integration innovation system; Secondly,through the introduction of our country and foreign typical countries featuring military and civilian integration development present situation, carries on the experience concludes that the experience is worth using for reference. Thirdly,using evolutionary game theory to analysis on military enterprise and civil enterprise cooperation, we conclude that to achieve featuring military and civilian integration must break the army and the boundary, strengthen communication of information technology, and points out that the current problems the country featured.Then according to the national innovation system, competitive advantage theories and other theories, we built up a national defense featuring military and civilian integration innovation system, it consists of participants, resources and promoter systems which concluded operation mechanism system, policies and regulations system, the innovation achievements transfer system, the structure of the organization system and mechanism of talent system. Finally,by using this system in Hunan province and combining with their own advantages and characteristics of hunan province,we set up regional featuring military and civilian integration system, and puts forward the corresponding countermeasures.
