Public Rental House is also known as public rental house,its main service is the community of low-income groups,including new employment workers and migrant workers from the city to work.In recent government reports,the government has seen the development of public rental housing as its first priority.As of 2016 has built about 2 million 270 thousand units of public rental,but public rental housing has characteristics of both social welfare and public goods and rental,in the implementation process of public rental system,its funds mainly from the central government finance and local government land revenue composition,which caused the project facing the problem of lack of funds,access to capital single way.Canada,Australia and other countries the PPP model will be used in their public services and infrastructure construction projects,the model of public-private partnership model,the integration of the private sector,government and financial institutions the advantage of reduced government public service fiscal pressure;and effectively enhance the private sector benefit,improve both the government and enterprises of the quality of social services.With the continuous implementation of the "13th Five-Year" plan to the practical work,more and more enterprises of PPP mode as its important way to participate in the financing of public infrastructure projects,to enhance the level of activity of social capital.At present,the public rental housing PPP project has five pilot projects,including Anhui,Guangxi,Sichuan,Lu'an and Suzhou.But there are a lot of risks in the PPP project of public rental housing,and the establishment of effective risk management mechanism is the research content of this paper.This paper analyzes the possible risks of public rental housing projects in PPP mode,and analyzes the three aspects of risk identification,risk evaluation and risk sharing,and gives the solutions to the problems.First,the domestic famous PPP project risk analysis,reference Hastak and Shaked induction,the PPP project risk is divided into national,market level,project level three levels,and sums up the risk to public rental housing PPP project operation process,and reasonable selection of risk factors by GEM method thus,the establishment of private sector of public rental housing PPP project risk index system;second,according to the above risk evaluation index system,use the AHP to rank the importance of risk;third,according to the risk sharing table on both sides,risk factors of information game model under the condition of incomplete establishment,to draw the proportion of both sides of the government and enterprises to share the risk factors.In addition,this paper combines the actual case of public rental housing PPP project to analyze the effectiveness of the risk management model specified in this paper.
