With the development of China’s economic restructuring and urbanization process, the number of the "sandwich class" group in city is growing,contradictions between urgent housing needs and housing security system after urbanization increasingly prominent. Increasing public rental housing(here in after referred to as public rental) supply is an effective means to alleviate this contradiction, but also an important measure to implement China’s "the 12 th five-year plan" housing security policies. However, from the current situation of the implementation of the country, due to lack of local financial funds, financing channels for a single and imperfect housing provident fund system, construction of public rental rate and completion rate is low, financing constraints are the biggest obstacle to construction of public rental.Actively,explore a new way of financing construction is the developing direction of public housing in the future.Firstly,this paper propose BOT model be applied to the public housing based on the sort of public rental investment and financing policy status quo and the implementation of public rental,and make a detailed analysis of the feasibility and necessity of public rental under BOT model. Secondly, design the operation ideas of BOT mode and the specific implementation process, while design Important parameters financing structure, the rate of return, the concession period, and design inancing structure, the rate of return, the concession period, the proportion of commercial facilities, government regulation, rent pricing of Public rental projects under BOT financing model to ensure that the mode of operation.The last, risk checklists and expert interview method are combined to analyze the risk of public housing for the BOT mode to determine various risk factors among the project preparation phase, construction phase, operation of and the transfer period; Proposed AHP- fuzzy comprehensive evaluation method and fault tree analysis project risk factors influence the degree of importance of the project;Verify that the fault tree analysis and AHP-fuzzy comprehensive Combination method is operability to risk assessment of public housing project under the BOT model.On the other hand,measures to prevent the establishment of evaluation system has the reference significance for other industry.
