| The traditional mode of economic development brings huge pressure on resources and environment,and the ability to withstand external shocks is very weak.Under the influence of the post financial crisis,the emerging industries with the features of low-carbon growth and knowledge and technology draw much attention in many countries all over the world.The development of emerging industries will not only improves the ability of independent innovation,but also enhance the sustainability of economic growth.It have a great significance to the modernization,the adjustment of economic structure and the change of development mode in China.After the State Council issued the decision on accelerating the cultivation and development of strategic emerging industries in 2010,many provinces have proposed development planning and support policies of strategic emerging industries.In order to accelerate the region economic growth and restructuring,Anhui province also proposed the development planning of strategic emerging industries.As a kind of industry with intensive knowledge and technology,policy support is not enough,the continuous technological innovation is the real driving force for the growth of strategic emerging industries.If the local government ignore their own natural resources and made a blind investment,it will lead to the waste of resources and industrial isomorphism.Meanwhile,it will not be conducive to the overall sustainable development of the industry and contraried to the original intention of the state to develop strategic emerging industries.This paper combines qualitative analysis and quantitative analysis to calculate the efficiency of technological innovation in strategic emerging industries in Anhui.And then made a comparative analysis and systematic discussion.Based on the data from the statistics bureau and development and Reform Commission in Anhui provincial,the paper analised the capability and present situation of industrial technological innovation in strategic emerging industries in Anhui province.And then from four aspects of human input,capital input,technology output and economic output,the paper establishes the evaluation system of industrial technology innovation efficiency.Based on the panel data of China in 2010-2015,combined with the DEA model,using DEAP 2.1 software,the paper calculated the comprehensive efficiency,scale efficiency and pure technical efficiency of industrial innovation in 29 provinces and cities in China.The results show that the comprehensive efficiency of Anhui province is in the sixth place which is an upper level in the country;there are irrational allocation of innovation investments of strategic emerging industries in Anhui.At last,according to the problems of industrial technology innovation in Anhui,this paper puts forward some suggestions to improve the efficiency of industrial technology innovation from the aspects of market,government and enterprise,followed by structure a highly active efficiency evaluation system of technology innovation of Strategic emerging industries that has been optimised the allocation of technology innovation resources,create a good atmosphere for social innovation and market environment,introduce and cultivate innovative talents and technical talents,improve and innovate the motivation mechanics,etc. |
