Under the international situation that emerging industries have become the new kinetic energy for global economic growth,domestic strategic emerging industries(SEI)have become an important force for the stable operation of the macro economy,supporting and leading the development of China’s economy.But at the same time,it also faces some outstanding issues such as the low ability of industrial technology innovation,and the key core technologies are subject to that of other countries.From the theory of production factors,capital,labor and human capital investment are selected as the basic elements of input.Based on the perspective of technological innovation output,the indicators of technological innovation output are chosen.On the basis of the overall development status and level of SEI by scientific evaluation,the influence path to industrial development quality(DQ)of factor input and technological innovation output are discussed.Firstly,an evaluation index system for DQ of SEI is constructed.With the improved factor analysis method based on TOPSIS,the DQ level of China’s SEI is measured.The measurement results show that among seven major industries,the DQ level of new generation information technology industry and high-end equipment manufacturing industry are stable in the forefront,while that of new energy automobile industry and energy conservation and environmental protection industry are lower than the national level.Besides,horizontally,the differences of DQ level among seven major industries are obvious,and there is a tendency to further widen the gap.Overall,the DQ level of the seven major industries has increased to some extent over time.Secondly,the intrinsic relationship among factor input,technological innovation output and development quality are tested by constructing the model of basic regression and threshold regression.The study finds that capital investment in factor input significantly promotes the industrial DQ,and the significant promotion effect has an increasing trend with the addition of technological innovation output variables and control variables,while the positive contribution effect from labor input to industrial DQ improvement is weakening.Additionally,technological innovation output has a threshold effect in the development process of high-quality influenced by factor input.When the output strength of technological innovation is lower than the accumulation threshold value,there is a significant inhibitory effect from factor input to industrial DQ.With the improvement of technological innovation output strength,the income effect of factor input is effectively released,and the promotion effect on industrial DQ is maximized.After crossing the threshold value for improvement,the impact of factor input on the industrial DQ is weakened,but the synergy with technological innovation output promotes the overall industrial DQ.Finally,above all the research conclusions,the relevant policy recommendations for improving the DQ level of China’s SEI are proposed.
