Research On PPP Mode Of Infrastructure Construction In Underdeveloped Areas

Infrastructure construction is an important pillar of national economic development.However,increasing difficulties in local governments' finance and more risk of debt make it unsustainable for infrastructure construction to totally rely on financial appropriation.Since social capital has high efficiency in construction and good capacity in management,financing with PPP mode in infrastructure construction becomes a significant approach for local governments to expand financing channels and relieve financial pressure.In underdeveloped areas,because of poor investment environment,long project duration and low earning rate,infrastructure construction commonly faces problems in project establishing,financing and conducting.After analyzing PPP mode's application mechanism,this article studies on the nature and theoretical basis of public-private partnership in underdeveloped areas public projects.It explores the importance of PPP mode in projects financing as well as the guiding significance from the success of Meizhou Case to future projects.This article mainly uses the method of literature research,qualitative and quantitative analysis,combining theory with practice,empirical analysis and deductive reasoning.Firstly,by studying domestics and overseas relevant literatures,this article states the meaning,main procedures as well as related theories of PPP mode for regional economic development.Secondly it dissects the application mechanism of PPP mode,classify and compare different kinds of PPP mode,analyze their application and deficiency.Then a research in the regional economic of Jiangsu Province shows the feasibility and advantages of PPP mode to regional economy.Thirdly,in qualitative case analysis part,Meizhou Case manifest the necessity of PPP mode while the key water-control project in Hanjiang Gaopo Town,shacks area improvement in Jiangnan New Town,service-matching project in Shejiang Area as well as enlarging-promoting project in Meizhou Towns expound clearly the procedures and operation of PPP mode.Moreover,Meizhou case shows key factors and great guiding significance.Therefore,this article draws two conclusions.A,PPP mode greatly facilitates regional economy.B,PPP mode is an essential way in infrastructure construction projects financing.With consideration of domestic situation,the writer gives six suggestions from governmental,institutional,and project aspects.1,optimize PPP mode relevant legislation.2,speed up governmental role transformation.3,expand financing channels.4,develop a reasonable investing-earning system.5,perform incentive regulations.6,improve PPP mode professionals training...
