Partners Of Infrastructure PPP Project In Underdeveloped Areas Selection Study

In recent years,with the development of urbanization and the development of social economy,the demand for urban and rural infrastructure construction and public services is increasing.The continuous development of urbanization and "Belt and Road" also need a lot of money.If the government continues to dominate infrastructure and public projects,it will be due to insufficient financial resources.The public-private partnership,namely PPP(Public Private Partnerships)came into being,the government,private investment institutions,financial institutions combined,which reduce the financial pressure of the government,improve the operational efficiency of infrastructure and the quality of service,also can bring stable income for private investment institutions,thus speeding up the research work of PPP,promote PPP mode has important meaning and value are widely used in our country.However,through the analysis of some PPP projects in China in recent years,it is found that not all of them have been successful.Many projects,especially in underdeveloped areas,have all ended in failure.Finding the right partner for the project is the key to the success of the project.Through the analysis of the economic characteristics of underdeveloped areas,the PPP model and the concept of partners,using literature research method and expert interview method,this paper identifies the selection of partner indicators for infrastructure PPP projects in underdeveloped areas,and determines the selection steps of partners,and then divides the indicators into preliminary and detailed evaluation indicators.Through index optimization,the index selection system is constructed.The index weight of partner selection is determined by network analytic hierarchy process,and the comprehensive evaluation model of partner selection for infrastructure PPP projects in underdeveloped areas is constructed by using fuzzy comprehensive evaluation method.The feasibility of the model is verified by the analysis of an example of Shangluo North Ring Road Project.Finally,according to the selection process of the partners in this case,the suggestions for the government to select PPP project partners are obtained.
