Research On Performance Evaluation Of Fiscal Expenditure On Science And Technology

Nowadays,technology,as the significant engine of the increasing of economy,is drawing more and more countries' attention all over the world.The efficiency of fiscal expenditure on technology of government who is an important impetus of technologic development is being concerned by relevant people.Therefore,what has realistic significance is that building scientific and reasonable model and index of performance appraisal of fiscal expenditure on technology,and then reasonably evaluating the efficiency of government's fiscal expenditure on technology.On the basis of the domestic and foreign research,this thesis uses the model of DEA and method of Malmquist Index,selecting data of 11 cities that have districts of Jiangxi Province from the year 2011 to 2015 to do the analysis of static DEA and dynamic DEA-Malmquist,analyzing the fiscal expenditure on technology of every city.It is found that,in general,the fiscal expenditure on technology of those 11 cities that have districts of Jiangxi Province is inefficiency,and that the Malmquist Index of fiscal expenditure on technology indicates the downtrend.On this basis,this thesis applies the model of DEA to analyze cases in the practice of evaluating the fiscal expenditure.Specifically,this thesis made the calculation of static DEA and dynamic DEAMalmquist by putting the input and output data of fiscal expenditure on technology of Y county in Jiangxi Province of 2011 to 2015 and the fiscal expenditure on technology of the 11 cities that have districts of Jiangxi Province of 2011 to 2015 together,and then calculated the efficiency of the fiscal expenditure of County Y on technology from the year of 2011 to 2015.There are three aspects of conclusion of this thesis:First,the general fiscal expenditure on technology is inefficiency.Specifically,in 2015,the mean comprehensive efficiency of fiscal expenditure on technology of County Y and 11 cities that have districts in Jiangxi Province is 0.973,which means that the DEA is inefficiency in general.Second,there is excess input and output shortage of fiscal expenditure.It is found that there are three of the eleven cities where the fiscal expenditure on technology is excess input and shortage output by calculating the slack variable of the input and output of fiscal expenditure on technology of County Y and the 11 cities in Jiangxi Province in 2015.Third,it is the inadequate development of technology that is the main reason for the decline of efficiency of fiscal expenditure on technology of County Y and 11 cities that have districts in Jiangxi Province.Based on the above analysis,this thesis drew a conclusion as follows: Firstly,different regions are supposed to select different fiscal policy according to the efficiency of fiscal expenditure on technology;Secondly,it needs to improve the level of management to optimizing the level of input and output of fiscal expenditure on technology;Thirdly,it needs to attach importance to technological level to increase the efficiency.
