The Value For Money Evaluation Research For PPP Project

Government and Private sector cooperation mode(Public-Private Partnership,the PPP)has gradually become the mainstream of our country.This article from the value model of the general theory,and on the basis of analyzing the domestic and foreign value evaluation process,summed up the accords with the situation of our country existing value evaluation process,at the same time,using the method of literature review,comparative analysis and case analysis,combining theoretical research and empirical research method,the PPP project of Beijing subway line 4 to value evaluation analysis,further analysis and summary in the PPP project value evaluation need to be aware of some key factors in the process.This article mainly from two aspects of qualitative analysis and quantitative analysis,qualitative analysis mainly from the full lifecycle integration degree,risk identification and allocation of index,performance index,potential competition,guide and encourage innovation,government institutional capacity index and financing index to analyze;Mainly focus on the quantitative evaluation of the public sector more value compared with the total project life cycle cost,its core lies in the public sector more value and risk cost.The conclusion of this paper obtained the value evaluation system framework,and puts forward the value evaluation system based on the situation of our country's improvement points,drawback is that the previous evaluation system is based on certain assumptions.So,in the project implementation,the value evaluation of unexpected situations occur.Therefore,value evaluation is subject to certain restrictions,how to reduce expectations and the error of fact will be a follow-up research content in this paper.Hope that this article research the formation of the value evaluation system in the future.
