The Impact Of Farmer's Entrepreneurship On The Supply Of Village Public Goods

Being the basis for village development,agricultural production and peasants' life,village public goods play a significant role in reducing poverty and narrowing the income distribution gap.However,the current supply of village public goods in China is insufficient in quantity and unreasonable in structure,which restricts the development of village economy and the improvement of farmers' life.The mechanism of supplying only by government is the main reason for the problem of village public goods supply in China.Therefore,it is urgent to explore a new mechanism of village public goods supply.Currently,farmer entrepreneurs,a unique endogenous force in villages in some areas,gradually demonstrate their strength in the supply of village public goods.Then,what is the logical relationship between farmers' entrepreneurship and the supply of village public goods? Can farmer entrepreneurs who are regarded as private forces in villages play a supplementary role to a certain extent under the circumstance of insufficient government financial supply? Answering the questions above will definitely provide a new perspective for relieving China's shortage problem of public goods supply in villages.The logic deduction method,questionnaire method,empirical study as well as evolutionary game method are synthetically adopted to research logic of the farmer entrepreneurs' supply action and the impact mechanism of farmers' entrepreneurship on the supply of village public goods.The specific contents include:(1)Explore the realistic connection between farmers' entrepreneurship and village public goods supply by means of analyzing the causes of insufficient supply of village public goods in China and the current situation of farmers' entrepreneurs' participation in village supply;(2)Based on the theory of public goods supplying in rural areas,social network theory,entrepreneurship theory,the reason why farmer entrepreneurs are willing and can become participants in rural public goods supply are analyzed and thetheoretical feasibility of farmers entrepreneurs' participation in village public goods supply are demonstrated.(3)The logical link between farmers' entrepreneurship and village public goods supply are analyzed and key factors that influence farmer entrepreneurs' participation in village public goods supply are found out by extending the theory of planned behavior.(4)The interaction between the government and farmers' entrepreneurs in the supply of village public goods is analyzed.Meanwhile,evolutionary game theory is used to structure the game between farmers' entrepreneurs and the government,providing a strong basis for the government to formulate policies to promote the supply of village public goods for farmers' entrepreneurs.(5)The promoting effects led by the participation of farmer entrepreneurs in supplying village public goods towards China's industrial poverty alleviation are also analyzed.Several conclusions can be drawn from the above analysis:(1)The participation of farmer entrepreneurs can supplement the insufficient supply of village public goods.Firstly,farmer entrepreneurs can improve the status of village public goods supply to a certain extent by providing infrastructure or services directly to the village.Secondly,the existence of externalities makes the infrastructure built in the entrepreneurial process and the technologies and knowledge generated play the role of public goods,thus improving the supply level of local public goods.(2)Farmer entrepreneurs' ability to participate in the supply of village public goods and the perceived pressure from public opinion are the important factors affecting the implementation of their supply behavior.Firstly,participation in the supply of village public goods requires material;they are more likely to participate in those activities while they have stronger ability.Besides,the village still is an acquaintance society,and the relationship between villages is to some extent the main source of entrepreneurship resources for farmer entrepreneurs,so the evaluation from others can play a role in their own behavior decision-making.(3)Due to cost loss and lack of motivation,farmer entrepreneurs,as privateparticipation in public sphere affairs can not possess sustainability without government incentives,which will eventually restricts the improvement of public goods in villages.(4)The alternative and the complementary type cooperation should be established between government and farmer entrepreneurs,so that the quantity and the construction of village public goods supply can be improved.The specific paths to form the cooperative relationships are,government plays a leading role in supply,farmer entrepreneurs cooperate with government;government plays a leading role,then arouse the enthusiasm of farmer entrepreneur to participate;farmer entrepreneur supply,the government make policies to encourage them.(5)Farmer entrepreneurs' public goods supplying behavior is helpful to the realization of industrial poverty alleviation in contiguous poor areas.Implementation path is the government establishes cooperation relationship with farmer entrepreneurs according to their ability and willingness in village public goods supply.The goals of reducing poverty constantly in continuous destitute area can be realized by forming poverty alleviation industry firstly and then further foster advantage industry on the basis of establishing advantage industries with regional features,which should be cultivated by aiming at the key link of those industrial chains.Therefore,the government and the farmer entrepreneurs should supply public goods by this.Based on the above conclusions,the government should focus on the following points in order to promote the role of farmers' entrepreneurship in improving the supply of village public goods:(1)Through strengthening the social responsibility of farmer entrepreneurs and clarifying the contribution of suppliers,farmer entrepreneurs are gradually guided to participate in cooperation and jointly promote the construction and development of villages.(2)Pay attention to reciprocity,such as reducing taxes and fees,setting up typical examples to encourage farmers entrepreneurs materially and spiritually to lead to sustainability of participation of farmers entrepreneurs insupply.(3)Eliminate the concerns of peasant entrepreneurs' participation,such as establishing an open and transparent financial management system at the village level,encouraging supervision of public financial expenditure.(4)Enlightening farmers to tap village characteristic resources through entrepreneurship training and guidance,and then enhancing farmers' entrepreneurship enthusiasm and entrepreneurship ability.(5)Encouraging farmers to entrepreneurs in local areas through loan guarantees and tax preferences can not only make farmers rich without leaving their homeland,but also contribute to the construction of villages.
