In China,since 1995,the government procurement pilot work has now entered the full implementation of the government procurement system stage in1998,through decades of continuous exploration,the government procurement system has formed initial framework.With the extensive development of procurement in the country,government procurement as an important part of the public financial system,plays a significant role in the implementation of government functions and policy function,saves the financial capital and promoting social equity.So far,our country has not yet formed a system of government performance evaluation index system,the supervision and management of government procurement is still in the low level standard process,in most areas,the performance evaluation of government procurement is mainly carried out by the financial sector through the performance appraisal method,and it is not enough to pay attention to the performance evaluation results,the real value of government procurement performance is difficult to achieve.With the continuous expansion of the influence of government procurement work,how to carry out objective and scientific evaluation of government procurement work,how to construct the evaluation index system scientifically according to the actual situation is the subject of urgent research in our country's government procurement management.The results of the study provide a strong reference meaning for the government units in improving the government procurement system and the long-term feedback mechanism.This paper chooses SZ as sample,analyzes and evaluates the performance of SZ government procurement by using case analysis method,expert consultation method and questionnaire survey method.Through the evaluation result,we find the existing problems of SZ in the process of government procurement,and provide the improvement methods.This paper is divided into five chapters:The first one is introduction,mainly introduces the background and significance,and summarizes the domestic and foreign research on the performance evaluation of government procurement,and makes a brief description of the research methods and research ideas.The second one is related concept and basic theory,mainly introduces the Balanced Scorecard and related concepts&basic theory of government procurement performance evaluation.The third constructs the system of government procurement evaluation index,introduces the design principle of the evaluation system,in decision-making,execution and management link of government procurement,through expert consultation and questionnaire method to determine evaluation index and index weigh,and establishes the performance evaluation scheme.The fourth one is the performance evaluation of the SZ government procurement status,introduces the status of SZ government procurement,through the questionnaire survey SZ institutions performance evaluation index score.The fifth chapter is the analysis of SZ government procurement performance evaluation results,this chapter mainly analysis the effectiveness of SZ government procurement,according to the research found that the improvement of government procurement work countermeasures and suggestions.The last one is the conclusion and prospect of the research.In this paper,it is found that the SZ institutions may has avoid the phenomenon of public bidding,and the non-standard,unfair procurement process provides the possibility of the black box operation,focus on rent and other corrupt phenomena.Procurement mode selection is unreasonable,procurement targets Short-term,resulting in SZ institutions of the overall government procurement work less effective.In view of the above problems,this paper puts forward some improvement measures from four aspects:perfecting the budget system,optimizing the institutional setting,strengthening the supervision mechanism and establishing the performance evaluation system,and further standardizing the SZ institutions government procurement work,and also providing reference for other government units purchasing performance evaluation.
