China's economy into the new normal,the integration of knowledge innovation and technological progress will be a key factor in the transformation and upgrading of economy.Human capital is precisely the carrier of knowledge and technology.Therefore,research on the relationship between human capital and technological innovation has farreaching implications for promoting sustainable economic development.In the first part,briefly summarize and sort out the theory of human capital and technological innovation.At the same time,analyzes the present situation of input and output of human capital and technological innovation in the whole country and in eastern,central and western regions.Then,based on the Malmquist index method to measure the change of the total factor productivity of technological innovation in China's provinces and central,eastern and western regions,and it is decomposed into the change of technological progress and the change of technical efficiency.The results show that the total factor productivity and technological progress of technological innovation in provinces regions are increasing from 2001 to 2014,while the comprehensive technical efficiency index has not improved significantly.It is concluded that the growth of total factor productivity in China's technological innovation mainly depends on the progress of technology,and the effect of comprehensive technical efficiency is not obvious.In the second part,the thesis is different to other researchers use education as a human capital proxy variable,it is starts from the process of human capital formation,chooses healthy human capital,educates human capital,relocates human capital as explanatory variables,and analyzes the total factor productivity of technological innovation as the explanatory variables to construct panel regression model.Studies have shown that the net migration of human capital in the eastern region has significantly improved the efficiency of technological innovation,the relocation of human capital in the central and western regions significantly inhibited the growth of technological innovation efficiency,the performance of healthy human capital is weak,but the difference is obvious between regions,the eastern region is not significant,and the central and western regions are significantly different.On the whole,the degree of education in the human capital structure shows a consistent and significant increase in the efficiency of technological innovation in the country and in the eastern,central and western regions.
