Research On The Strategy Of Green Intellectual Property Development In Anhui

Green technology is considered to be an effective tool to realize the long-term development of low-carbon in the future.The green intellectual property system is regarded as an effective system to promote green science and technology innovation and technological progress.It is regarded as the effective mean to response the climate change and energy crisis.At present,scholars at home and abroad on green intellectual property research focused on the discussion of green patents.Including the definition of green technology and green patents,the construction of green patent systems,green patent acceleration review and compulsory licensing mechanisms,and green patent transnational transfer research.And the research perspective and research methods are also more limited,more inclined to the qualitative research in the field of law,the research level is mainly concentrated in the national level.Therefore,it is necessary to study the development strategy of regional green intellectual property rights,and to combine the qualitative and quantitative analysis of the green intellectual property rights as a whole concept.This paper takes Anhui Province as the research object to study the strategic path of the development of Anhui green intellectual property rights,starting from the severe climate environment in Anhui province at present,combined with the idea of green development initiated by the country,using literature analysis,coupling analysis,regression analysis,analytic hierarchy process,expert consultation method.Firstly,this paper makes a detailed discussion on the background of the development of the green intellectual property rights in Anhui province.Secondly,the paper makes a review of the domestic and foreign scholars' research trends,and elaborates the connotation and characteristics of the intellectual property strategy,the green intellectual property rights and the green development theory in detail.Thirdly,by using the coupling analysis method,the author analyzes the interaction between the green intellectual property rights and the development of low-carbon economy in Anhui province.Then,based on the research of Anhui province green intellectual property development situation,using qualitative analysis identified the influencing factors of the green intellectual property development in Anhui Province,followed by the 16 cities in Anhui province were selected as research sample and collect relevant data,using the method of principal component analysis and multiple regression analysis combined,analyzed the correlation between the various green factors and the development of intellectual property.Next,based on the the analytical results of the above factors,the paper use AHP method with expert consultation to determine the judgment matrix of each factor,and calculates the specific weight by using Yaahp 10.4 analysis software.Finally,according to the main influencing factors,we choose the strategic path which is suitable for the development of Anhui green intellectual property rights.The conclusion of this paper is:there are many shortcomings of current green intellectual property development in Anhui Province.And intellectual property talent,capital investment,policies and regulations are the main factors influencing its development,therefore,Anhui province should make clear strategic goal,establishing the intellectual property talents system and financial policy fully,and improve the relevant policies and regulations,to help the rapid development of green intellectual property in Anhui Province,promote the popularization and application of green technology,and ultimately enhance the competitiveness of Anhui Province in the low carbon economy stage.
