Yulin pay high attention to catering food safety supervision.After several institutional reform,the Food and Drug Administration has initially set up three-level regulatory network from city to county and township.The number of supervisors also expanded to 1800,5 new food inspection&testing institutions were established,supervision depth and breadth continue to extend.At present we adminstrate the food catering service units through following ways like licensing,promoting the quantitative graded management,concentrating on food and beverage catering by action,focusing on rural school canteens and food safety sampling test.Through the investigation on current food safety situation for catering service industry in Yulin,three problems were found.The catering units have incomplete hardware and software facilities,non-strict food and beverage disinfection and blind area of some supervision objects.The FDA team are not steady yet,insufficient regulatory power,unstrong law enforcement ability,weak food testing capacity,insufficient funding and other issues.Food safety for catering field have some social joint-governance problems which can be clearly seen as weak food safety awareness of consumers,insufficient food safety publicity and lack from industry's association constraints.This paper studies the food safety supervision mode for catering service from three developed countries: the United States,Japan and South Korea,summarizing advantages of the above-said.First,they all have complete standard laws and regulations,second,they all have unified authority of supervision and management institutions which can be effectively supervised for whole way,third,their supervisors are professional and high qualified.This paper brings out some suggestions and countermeasures on the basis on current situation and existed problems of food safety for yulin catering service and learning the advanced experience from the developed countries.The first advice is to strengthen government supervision,it is proposed to increase government investment,strengthen training and education,establish the assessment accountability to build an efficient supervision team;Improve the personnel law enforcement level administration,highlight the regulatory legal system construction and improve the investigation and handling cases ability,speed up theconstruction of food testing capacity,configure the detection equipment scientifically;clear the difficulties and blind areas for supervision,and actively look for the effective measures for rural school cafeteria,mobile food and beverage vendors,rural caravan and other difficulties.Second,we need to encourage social participation to strengthen food safety publicity and education,to know people's opinion on food safety;to actively promote the government to buy service to attract social forces to participate in food safety supervision as a useful complement for administration law enforcement resources and let food service industry associations work,using information advantage to provide better service for food catering field,consumers and government.
