In August 1988,China held the first "Torch Plan" meeting,in which Torch Plan and Interim Provisions on Conditions and Standards for High-tech and New Technology Enterprises formally had been put forward.Since then,China has gradually started to build state-level high-tech industry development zone.National High-tech Industrial Development Zone gathers the most innovative companies in the region,it is also the "technical pole" of the regional development.At present,Shaanxi has seven state-level high-tech zones,the number ranks sixth in the country.The construction of state-level high-tech zones,not only narrow the technical gap between the EAST and the WEST,but also a response of the "Silk Road economic belt"strategy.However,the construction of state-level high-tech zones need to invest a lot of money,technology,talent and other factors,therefore,it is necessary to evaluate the efficiency of technological innovation.To analyses and evaluate the technological innovation efficiency of Shaanxi national high-tech zones and find out the advantages and disadvantages of industrial development,can help its based on its own development advantages,cultivate the core competitiveness of the industry.The significance obviously is there for enhancing the level of competitiveness.This paper establishes six input indicators from the three dimensions of industrial scale,personnel input and technology capital investment.And from the economic output,foreign trade,technology output three dimensions to establish four output indicators,totally constructs a comprehensive evaluation index system of 6 inputs and 4 outputs.The non-radial,non-angle SBM model was used to measure the technological innovation efficiency of 6 national high-tech zones in Shaanxi(cause lack of data,Ankang High-tech Zone is not included)from 2010-2014.The study found that,as of 2014,the comprehensive efficiency of technological innovation in six state-level high-tech zones in Shaanxi is low and the regional development is uneven.Through the regression analysis of Tobit model to find out the factors which affect the efficiency of technological innovation in Shaanxi national high-tech zones.The study find that the scale of production,the opening degree of foreign trade,R&D internal expenses,the level of education and the superior staff structure have a positive impact on the efficiency of technological innovation.In addition,the investment in science and technology activities,the number of enterprises,technical income on the efficiency of technological innovation has no significant impact.Combined with the basic situation of industrial development,scientific and technological activities and the facing main problems of the Shaanxi 7 national high-tech zones,this paper put forward the policies and recommendations for promoting the technological innovation capacity from the perspective of developing dominant industries,nurturing the core competencies and promoting the construction of science and technology sharing platform.
