Innovation is an inexhaustible motive force for a country's prosperity and development.The essence of science and technology is innovation.China is a developing country.To catch up with developed countries,the key is to rely on innovation.Without innovation,we must be subject to people.Only by strengthening the basis of scientific and technological progress and enhancing the ability of independent innovation and continuous innovation can we realize the leap-forward development of science and technology in China and truly grasp the initiative of development.At present,technological innovation is increasingly valued by all countries,and a new round of world economic competition guided by technological innovation has already begun.People predict that anyone who can grasp technological innovation will be able to occupy a place on the future world stage.It can be seen that improving the level of technological innovation is urgently needed in China today.The emphasis on technological innovation will directly determine the future development prospects,and technological innovation efficiency is an important measure to measure the degree of technological innovation development.With the introduction of a series of theoretical policies such as green and sustainable development in recent years,the Northeast region,as an old industrial base in China,wants to seek rapid,stable and long-term economic development.It is urgent to transform its development mode and optimize its industrial structure.Support for large-scale sustainable development industries.As a technology and knowledge-intensive industry,the high-tech industry is a key industry for the transformation of the economic development mode of the contemporary country.It is also an important industry in the Northeast to respond to national policies and accelerate economic development.It can be seen that the rapid and effective improvement of technological innovation efficiency in high-tech industries plays a vital role in the optimization and upgrading of the economic structure in Northeast China and the sustainable development of the economy.This paper comprehensively uses the network DEA model based on the direction distance function SBM to measure and compare the technological innovation efficiency of high-tech industries in Northeast China and analyze the influencing factors by using the restricted dependent variable Tobit model.The results show that the technological innovation efficiency of high-tech industry in Northeast China is not high,and the development of each stage is unbalanced;the impact of each influencing factors on the five major industries of high-tech industries is different,and there are room for improvement in the five major industries of high-tech industries in the region.Based on the above technical innovation efficiency measurement and analysis and influence factor analysis,aiming at the problems existing in the development of high-tech industry in northeast China and the factors affecting its development,from accelerating the pace of technological innovation;Opening wider to the outside world;Increasing government support for technological innovation;Strictly control the scale of the industry;Targeted innovative personnel training and investment.A series of practical and timely countermeasures and Suggestions are put forward to promote the technological innovation and development of high-tech industries in northeast China.
