With the proposal of "manufacturing industry 2025",information technology and knowledge intensive high-tech industry are entering the "golden age" of rapid development,and become a new growth point of current economic development.Under the condition of market economy,high technology industry is the most active field in the social and economic technology innovation activities.Technology innovation has become the core power and inexhaustible source for the development of high technology industry.However,there are still some problems in the process of innovation and development in China's high-tech industry,such as low level of independent innovation,low efficiency and lack of international competitiveness.With the development of the Internet,its impact on the real economy is becoming more and more important.It has become an important means to transform the new and old kinetic energy to promote the adjustment and upgrading of China's industrial structure.With the development of the new generation of information technology and the new changes of consumption demand,the integration of the Internet and high-tech industries is becoming more and more active.The Internet has become an important driving force for improving the innovation efficiency of high-tech industries.Therefore,it is of great practical significance to study the impact of Internet development on the innovation efficiency of high-tech industries and to promote the innovation level of high-tech industries.This article mainly focuses on the following two questions:first,can the Internet promote the development and innovation of new and high technology industries?Second,how does the Internet affect the innovation efficiency of high-tech industries?First of all,this paper sorts out and expounds the Internet theoretical foundation that affects the innovation efficiency of high-tech industries.Secondly,based on the 2011-2015 year interprovincial panel data,we measure the development level of the Internet using the principal component analysis method,and then measure the innovation efficiency of the high-tech industry by using the data envelopment method(DEA),and take the innovation efficiency of the high-tech industry as the explanatory variable and the development level of the Internet as the core explanation.Combined with the three control variables of government support,human capital and enterprise scale,the Tobit model is used to verify the regression model.The results of the analysis are as follows:1,The level of Internet development is quite different in different regions of China.The eastern region has the highest level of Internet development,far higher than the central and western regions.The 0.595-0.670 between the average level of the innovation efficiency of China's high technology industry shows the trend of East and the decline in the West;the average value of pure technical efficiency is higher than the central and western regions between 0.681-0.725 and the East;the average efficiency of scale efficiency is between 0.829 and 0.957,showing the decreasing trend of the East and the west,and the technological innovation in China The efficiency is high.This is mainly due to the low level of pure technical efficiency.2,In the Tobit model and the general regression model,the development of the Internet has a positive impact on the technological innovation efficiency of the high-tech industry.When the level of Internet development increased by 1%,the innovation efficiency of hi-tech industry increased by 5.06%.The development level of the Internet has a significant positive impact on the pure technical efficiency of the high-tech industry.Its influence coefficient is 9.60%.The improvement of the Internet development level will restrict the promotion of the scale efficiency of the high-tech industry.The level of Internet development is 1%,and the scale efficiency of hi-tech industry is reduced by 3.01%.This shows that China's Internet development can effectively improve the innovation efficiency of high-tech industries from two aspects of technology and management.This shows that the promotion of the development level of the Internet is conducive to the innovation and development of high technology industry,but it will also bring more difficult and controlled production scale,and the scale of production will be more easily deviated from the optimal scale efficiency.
