The Study On The Financial Support On The Development Of County Economy Of Animal Husbandry Banner In Inner Mongolia

With 62.47%of the population and 97.25%of the land concentrated in eighty counties of Inner Mongolia,the development of the county economy occupies an important position in the economic development in Inner Mongolia and has a positive role in solving the regional harmonious development,national county development and strengthens comprehensive strength of Inner Mongolia.However,there is a marked difference on the degree of economic development between Inner Mongolia and the eastern seaboard.The reason is the shortage of fund except for geographical,natural conditions factors.The animal husbandry banner is an economy taking animal husbandry as the leading industry.While the economic development of the animal husbandry banner is the weakest link of Inner Mongolia,which have important influence on improving the overall economic strength and completing the building of a well-off society of Inner Mongolia.Therefore,to study the financial support on the development of county economy of animal husbandry in Inner Mongolia has theoretical and practical significant in the present climate.Firstly,this paper reviews the relevant literature at home and abroad and theory to make clear it has a positive influence on the development of the county economy.Secondly,it introduces the current situation of the development of county economy and the status of the county financial support,and analyzes the problems and the reasons of financial support in animal husbandry banner.Thirdly,it uses the Cobb-Douglas production function and relative data of animal husbandry in 2000-2014 to construct fixed effect variable intercept Panel data model and verify it has relationship between the financial support and the development of the county economy.Finally,it makes suggestions on the development of county economy in animal husbandry banner,including:(1)Perfect financial support service system,by deepening reform of county economy system,broaden the service field of policy-based financial institutions,and regulating informal finance to provide service for the economic development of animal husbandry county;(2)Develop the function of fiscal expenditure management level,optimize the structure of fiscal expenditure,the effective use of fiscal funds.(3)To create a good external environment to help animal husbandry banner to walk out the predicament.
